Stephen B. Veitch
Steve Veitch is a Vice President with GovHR USA, working in both executive search and management consulting assignments. He has 24 years of experience in local government administration, including over twelve years as a city manager. He also has many years of experience a member or chair of various municipal advisory boards and commissions and is a former Chairman of the Planning and Zoning Commission of the City of Chandler, Arizona (pop. 260,000).
Mr. Veitch’s professional experience includes communities in both Illinois and Iowa. He served eight years as Village Manager in Oak Brook, IL, a prominent Chicago metropolitan area municipality of 8,700 with a business day population exceeding 80,000, 175 employees and a budget of $38.5 million. He previously served the Village of Downers Grove, IL for nine years, including four as Village Manager. He also served the City of Ames, Iowa for seven years as a City Planner and as Administrative Assistant to the City Manager.
At Oak Brook, Mr. Veitch led the implementation of an enhanced budgeting and financial planning process, as well as innovative processes for infrastructure and technology planning, and an objectives-based system for management of municipal operations. Through economic development and vigilant financial management cash reserves were increased to a level in excess of 100% of annual general fund expenditures while maintaining the property tax levy at $0. He coordinated planning, design and construction of a new public library, a fire station, and renovation and expansion of the Village Hall and two clubhouse facilities at the historic Oak Brook Sports Core, without taking on bonded debt. He was instrumental in negotiation of a package of development agreements for the corporate headquarters of McDonald’s Corporation.
Among other accomplishments at Downers Grove, Mr. Veitch guided more than 5 million square feet of office space and 1 million square feet of retail space through the development review process, and coordinated issuance of over $30 million in industrial and commercial revenue bonds. He conceived and implemented a public/private partnership to restore historic brick streets and led a successful public/private effort to acquire and preserve a significant tract of open space which contains one of the highest quality oak forests in Northern Illinois.
Mr. Veitch’s experience at Ames included a role on the team that coordinated permitting, financing, design and construction of a major expansion of the City’s coal and refuse-fueled municipal electric generating facility. He expanded his experience in management of municipal water utilities at Downers Grove and at Oak Brook, and his electric utility experience while affiliated with an electrical engineering and utility management consulting firm in Mesa, AZ.
Throughout his municipal career Mr. Veitch was active in intergovernmental affairs, including leadership positions in the DuPage County Mayors and Managers Conference as well as service to the Illinois Municipal League. He also served on various intergovernmental task forces including the Chicago Metropolitan Mayors’ Caucus Task Force on Electric Reliability, a significant effort to improve electric utility service in the Chicago metropolitan area.
In addition to his experience in municipal government, Mr. Veitch has also served two prominent national law firms in various executive capacities. He served Chicago-based Schiff Hardin LLP for six years as Executive Director (CAO). He later served St. Louis-based Bryan Cave LLP for seven years as Director of the firm’s Phoenix office, which included three years as Regional Director for the Western United States and Asia. He has extensive experience in law firm administration, finance, facilities, and human resources management including recruitment of attorneys at middle and senior experience levels.
With GovHR USA Mr. Veitch has managed or assisted in over 30 executive recruitments across ten states. Positions for which Mr. Veitch has recruited include city and county managers and administrators, assistant managers, finance directors, fire chiefs, chief information officers, and professionals in the fields of human resources, engineering, public works, water and wastewater, planning and community development, economic development and cultural arts. He has conducted multiple searches for the City of Austin, TX, the Austin Water Utility, and the City of Garland, TX. He was part of GovHR USA’s Performance Management Study and Service Delivery Review for the City of East Point, GA.
Mr. Veitch holds a Bachelor of Science Degree in Urban Planning and a Master of Arts Degree in Political Science/Public Administration, both from Iowa State University.
