Primary Purpose: Enforces City codes and the Lake County Watershed Development Ordinance on public and private developments, and serves as the primary staff resource for traffic engineering matters. The role provides liaison support to the Traffic Management Committee, Transportation Advisory Group, and performs professional municipal engineering work in traffic management, water distribution and production, storm and sanitary sewers, stormwater management, floodplain, streets, and steep slope zones (ravines and bluffs). The Civil Engineer may serve as Acting City Engineer as needed and actively supports other Public Works Sections, Divisions, and City Departments.
Supervision Received: Works under the general supervision of the City Engineer with minimal daily oversight.
Supervision Exercised: No direct reports. Supervises contractors and, when serving as Acting City Engineer, indirectly supervises Engineering Division staff on a project-by-project basis.
IMRF pension eligible position.
Full range (Grade 13) $88,652.92 – $132979.39
Expected hiring range: $100,000 – $125,000 dependent on qualifications.
Essential Duties and Responsibilities:

Review, inspect, and manage public and private development projects. Enforce code compliance related to drainage and grading, floodplain (FEMA), stormwater detention, steep slope zones (ravines/bluffs), and the Lake County Watershed Development Ordinance. Serve as the Lake County Enforcement Officer and participate in Stormwater Management Commission workgroups and technical committees.
Serve as liaison to the Transportation Advisory Group and participates in the Traffic Management Committee, as needed. Provide engineering expertise, develop agendas, prepare meeting notes, follow up on action items, prepare public notices, draft Council memos, and ensure compliance with FOIA regulations. Attend evening public meetings, including approximately 4 Transportation Advisory Group meetings annually.
Manage the development of plans and specifications for annual Capital Improvement Plan projects. Coordinate with consulting engineers and the Public Works Operations Division, and review plans and specifications for compliance with codes and regulations.
Conduct inspections, surveying, and provide technical assistance to residents, consultants, and other stakeholders on engineering matters. Assist with grant submissions and manage grant-funded projects at local, state, and federal levels.
Performs other related duties as assigned.
Education and Experience:

Education: A bachelor’s degree in civil engineering or a related engineering field is required.
Experience: Five or more years of civil engineering experience related to public infrastructure design and construction, traffic engineering, and the review of development plans and plats. Municipal engineering experience is preferred, along with familiarity with Lake County Watershed Development Ordinance requirements and the duties of an Enforcement Officer.
Certification or License: A valid driver’s license and an Engineer-in-Training (EIT) / Fundamentals of Engineering (FE) certificate from the State of Illinois or equivalent are required. A Professional Engineer (PE) license in Illinois or equivalent is preferred. Employment is contingent upon obtaining an Illinois PE license within two years of hire.
Required Knowledge, Skills, and Proficiencies:
Comprehensive knowledge of civil engineering principles, practices, and methods of application in a municipal setting.
Ability to apply City policies, laws, and regulations to engineering projects.
Proficiency in infrastructure design and cost estimation.
Strong report writing, correspondence, and presentation skills.
Effective written and oral communication skills for interaction with employees, consultants, agencies, officials, and the public.
Ability to exercise good judgment, maintain confidentiality, and make responsible decisions in accordance with established policies and procedures.
Strong organizational and prioritization skills; ability to work independently.
Proficiency with personal computers, office systems, and engineering software.
Skill in building and maintaining effective working relationships with officials, staff, consultants, and the public.
Supplemental Information:
Work Environment: Work may occur outdoors in all weather conditions, including rain, snow, wind, heat, and humidity. Site inspections may involve exposure to traffic, fumes, electrical hazards, vibrations, airborne particles, and chemicals. Office work occurs in a low-to-moderate noise environment; fieldwork may involve moderate to high noise. Occasional evening meetings and emergency response outside of regular hours may be required.

Tools and Equipment Used: This position uses computers and related software (Microsoft Office Suite, GIS programs), standard office equipment (copier, printer, scanner, fax machine, postage machine, cell phone, portable radio), and drafting and survey equipment. Fieldwork requires use of basic inspection tools such as measuring tapes, levels, and hand tools, as well as standard safety equipment.
Physical Demands: The Civil Engineer frequently moves across uneven terrain, including ravines and bluffs, and must have sufficient coordination to operate field inspection equipment. The role requires climbing ladders, entering manholes and confined spaces, crawling, kneeling, crouching, talking, hearing, and smelling. The employee may occasionally lift up to 50 pounds. Vision requirements include close vision, distance vision, peripheral vision, depth perception, focus adjustment, and color acuity.
