Finance Director
This is responsible administrative and professional work in the management and leadership of the City’s finance department. The incumbent is responsible for directing the planning, organization, and maintenance of the City’s central accounting system in compliance with generally accepted accounting principles. Work is performed under the general direction of the Director of General Services, and the employee exercises considerable independent judgment in the development and execution of municipal finance and accounting systems.
Key Responsibilities
· Directs the work of the city’s financial staff in the collection and accounting of all accounts receivable, including utility fees and various other revenues; supervises the accounts payable, the city’s payroll, and the recording of all disbursements to the proper accounts.
· Work professionally and productively with all city departments and divisions to promote sound financial practices, strong internal partnerships, and effective communication. Provide guidance and oversight to ensure compliance with purchasing and financial policies, support informed decision-making, and foster a culture of teamwork, cooperation, and accountability across the organization.
· Receives and allocates to the appropriate funds all City monies collected by the State of Nebraska and County Treasurer, including general property tax; maintains records of special assessments and directs the billing for water, sewer, and paving assessments.
· Coordinates the issuance of general obligation and utility revenue bonds; administers debt service payments and required billings. Acts as Bond Compliance Officer for City of Columbus bond issuance and administration.
· Monitors legislative activities and applies relevant legislative bills to City policies; may testify at legislative hearings; participates in special studies such as utility rate study, pay plan studies, etc.
Qualifications
· Bachelor’s Degree in Accounting or related field; CPA, CMA, CGFM certification preferred.
· Considerable knowledge of municipal finance and public accounting methods, principles, and practices.
· Considerable knowledge of banking and investment practices and procedures.

· Salary Range is $115,610 – $161,892 dependent on experience.
