PAY GRADE: NM320 ($56,438 – $78,510) effective 5/1/25, starting wage rate is DOQ
FLSA STATUS: Non-Exempt, 40 hours per week
Position Purpose
The Permit Technician is responsible for providing administrative and technical support for the Community Development Department. The position serves as a primary customer service contact for residents, contractors, architects, and developers regarding building permit applications, inspections, and related municipal functions.
The Permit Technician coordinates permit intake, processing, and issuance; assists applicants with navigating the permit process; maintains accurate records within the Village’s permit tracking system; reviews minor building permits for code compliance; and provides administrative assistance to building, planning, code enforcement, and engineering staff. The Permit Technician works under the general supervision of the Assistant Community Development Director in coordination with the Building Commissioner.

Job Duties
· Serves as one of the primary points of contact at the Community Development Department permit counter, providing information and assistance to residents, contractors, architects, and developers regarding permits, inspections, Village codes and requirements, and application procedures.
· Receives and processes building, stormwater, and utility permit applications and related development submissions to ensure completeness and compliance with Village requirements.
· Coordinates permit intake and routing of plans and applications for staff and third-party review as required.
· Maintains permit tracking systems and accurate electronic and physical records for permits, inspections, plans, and related documentation.
· Reviews and examines plans for small residential and commercial construction permits (e.g., decks, fences, patios, driveways, and similar applications) to verify compliance with Village codes and ordinances.
· Performs data entry and assists with reporting, analysis, and preparation of departmental performance and development activity reports.
· Collects payments, manages bonds, and maintains contractor registration, licensing, and insurance documentation.
· Schedules inspections, coordinates with inspectors, and maintains inspection records.
· Assists with and prepares certificates of occupancy and other related approvals in coordination with the Building Commissioner.
· Assists with Freedom of Information Act (FOIA) requests.
· Provides administrative support to the Engineering Division of the Public Services Department, including directing inquiries and preparing correspondence, reports, and documents related to permits, inspections, and code enforcement activities.
· Supports Planning staff on various administrative functions, including but not limited to application intake, preparing minutes and meeting packets for the Historic Preservation Commission, Zoning Board of Appeals, and Plan Commission.
· Collaborates with Department staff regarding methods to enhance processes, procedures, customer service, and departmental efficiency.
· Coordinates with outside agencies, including but not limited to DuPage County and the Township Assessor offices, on permit applications and records.
· Assists with special projects within the Community Development Department.
· Attends departmental meetings or training sessions as required.
· Provides support during periods of increased permitting activity or staff absence.
· Performs other duties as assigned.
Knowledge, Skills and Abilities
· Strong customer service and communication skills with the ability to clearly explain regulations, procedures, and technical information to residents, contractors, architects, and developers.
· Knowledge of building permit processes, residential construction methods, and municipal development procedures; familiarity with building codes and zoning regulations preferred.
· Ability to read and interpret architectural plans, plats of survey, blueprints, and related construction documents preferred.
· Skill in reviewing permit applications and development submittals for completeness and accuracy, including basic construction plan review and accurate data entry.
· Excellent organizational, record-keeping, and multitasking abilities with strong attention to detail in a fast-paced environment.
· Ability to analyze information, exercise sound judgment within established guidelines, and work both independently and as part of a team.
· Proficiency with standard office software and the ability to learn permit tracking and inspection management systems.
· Ability to prepare written reports and meeting minutes.
Position Requirements
· High school diploma or equivalent is required.
· Experience in municipal government, construction, architecture, engineering, building, planning, code enforcement, or a related field is preferred.
· ICC Permit Technician certification is preferred at time of hire, or must be willing to obtain ICC certification within 1 year of employment.
· Experience with permit processing, development review procedures, or municipal code administration is highly desirable.
· Administrative, customer service, or clerical experience is preferred.
· Proficiency with computer systems and permit management software is preferred.
Environmental Factors
The work environment is primarily an office setting with frequent interaction with the public at the permit counter and via telephone or electronic communication. The position may require site inspections.
Physical Requirements
Regularly required to sit, stand, walk, and use hands to handle or operate office equipment. The employee must occasionally lift and/or move items up to 25 pounds. Specific vision abilities required include close vision, distance vision, and the ability to adjust focus.
