Robert F. Stalker II is a Vice President with GovHR USA after transitioning from a career as a professional municipal government manager with over 30 years of experience to a municipal management consultant.

As the first Township Superintendent in Oscoda, Michigan — a post Bob held for over 27 years — he is well respected for his stewardship in leading the community successfully through the Wurtsmith Air Force Base reuse and conversion process. In advocating for the community during base conversion, Bob worked closely with a multitude of state and federal legislators and agencies; gaining valuable experience and expertise far beyond the realm of standard municipal operations. Base closure created severe adverse economic impacts that required him to employ critically important fiscal management practices and strategies that ultimately helped to ensure financial and economic viability for the municipality. At the same time, Bob oversaw an economic development initiative that contributed to creation of over 1,500 full time jobs in the Wurtsmith District. In addition, advocacy and grant acquisition efforts he played a key role in brought over $30 million in state and federal funding assistance to the region.

Bob also established a strong record of accomplishment in effectively managing delivery of conventional local government services ranging from public safety to public works. In doing so, he has developed proficiency in a wide variety of skills, including financial and strategic planning, budgeting, grant writing, economic development, project management, personnel administration, labor relations and consensus building. Application of these skills has resulted in a long list of noteworthy career achievements. For instance, Bob was instrumental in greatly expanding and improving public parks, effectively implementing many substantial public utility capital improvement projects and launching several beneficial new public services, one of which created an ongoing and meaningful source of positive cash flow for meeting unrelated funding needs.
