At a pivotal phase of modernization, the Chief will lead the Fleet Management Division in advancing sustainability and zero‑emission initiatives, optimizing operations, strengthening performance management, and developing a skilled, mission‑driven workforce. The role plays a key part in the City’s transition to alternative‑fuel technologies and data‑driven decision‑making.
- Set strategic vision, policies, and performance expectations for a large, citywide fleet operation
- Lead senior staff and represent the division with City leadership, agencies, vendors, and stakeholders
- Oversee maintenance, fueling, facilities, procurement, vehicle leasing, and the Master Lease Program
- Ensure fleet readiness and 24/7 emergency response capability
- Manage a $75M+ budget, vendor contracts, and financial controls
- Ensure compliance with environmental, safety, labor, and regulatory standards
- Drive innovation in fleet technology, zero‑emission vehicles, charging infrastructure, and sustainability
- Use FleetStat and other performance systems to improve uptime, cost control, transparency, and outcomes
- Lead and develop a workforce of ~250 employees, promoting accountability, safety, service excellence, engagement, and DEI
The City seeks a strategic, hands‑on leader with deep fleet expertise and strong executive presence who can balance day‑to‑day operational demands with long‑term modernization goals.
- Extensive knowledge of fleet operations, asset lifecycle management, public‑sector budgeting, procurement, and regulatory compliance
- Proven leadership of large, multidisciplinary teams and complex operations
- Data‑driven approach to performance, planning, and continuous improvement
- Strong communication and relationship‑building skills across all stakeholder levels
- Experience with sustainability, EV technology, and fleet electrification preferred
- Technical or hands‑on fleet background is highly valued
- Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Management, or a related field.
- Ten years of progressively responsible experience, including at least four years of supervisory experience.
- Minimum of eight years of senior management experience in fleet management or comparable large-scale operational environments, including at least four years managing multiple functions through subordinate supervisors.
- Demonstrated experience overseeing diverse asset classes and operational programs within complex organizations.
- Experience managing multimillion-dollar budgets, contract negotiations, and large technical or skilled workforces.
- Valid Maryland Class C Noncommercial Driver's License, or equivalent, with eligibility to obtain a Baltimore City driver's permit.
- Provisional licenses are not accepted.
- Candidates will be required to provide a copy of a valid driver's license to progress in the employment process.
- Master’s degree in business management, Logistics, Public Administration, or a related discipline from an accredited institution.
- Proven leadership experience within a federal, state, or local government entity, or a public university system.
An equivalent combination of education and qualifying experience may be considered. Non-supervisory experience or education may not substitute for required supervisory experience.
Salary range: $107,187–$173,250 (anticipated hiring range $117,906–$141,950), plus a comprehensive benefits package including generous leave, health coverage, retirement options, and negotiable relocation assistance.
