City of Battle CreekMI (population 52,721) is seeking qualified public works/civil engineering professionals as candidates for its next Director of Public Works.

The Director of Public Works oversees the City’s largest department and reports directly to the City Manager and directs the operations of a 196-member Public Works Department. The Director oversees ten Division supervisors responsible for delivering exceptional public service through street, water treatment and distributionwastewater treatment and collectionstorm water, facilities, fleet, parks department maintenance, and engineering. The Director oversees an annual operational budget of $50,000,000 and plays a significant role in the City’s $10,000,000 capital budgetThe City Manager is seeking a Director that that possesses great leadership skills with the ability to relate well with people and delegate duties to others. 
 
Duties Include:
  • Setting policies and goals under the direction of the City Manager. 
  • Provide overall management of ten departmental divisions. 
  • Recruit, assign work, evaluate staff performance, discipline, coach, and counsel team members. 
  • Plan and coordinate short and long range work programs and projects for various divisions of the department. 
  • Manage special projects such as creating vision plans, budgets, focus groups, and marketing ideas to residents and City staff. 
  • Coordinates with outside governmental jurisdictions and various City businesses. 
  • Receives and responds to inquiries and complaints, explains department programs to citizens, investigates complaints and takes necessary actions. 
  • Prepare and administer the Public Works Operating Budget and communicate needs and budget concerns with management. 
  • Oversee the design, construction, maintenance and repair activities of municipal infrastructure and equipment
  • Serves on various committees, attends meetings, prepares, and presents reports and public presentations to various groups. 
  • Oversees the City’s MS4 Stormwater Management Program. 
 
Ideal Candidate will possess:
  • Knowledge, skill, and development equivalent to graduation from a four-year college or university with a degree in civil engineering, public administration, or a related field. 
  • Professional Engineer (PE) is preferred, but not required
  • A Master’s Degree in Civil Engineering or Public Administration is preferred, but not required. The City will consider a combination of education and experience. 
  • Six (6) years of previous progressively responsible experience is requiredTen years is preferred
  • Familiarity with municipal public works management elements that includes engineering, water distribution and treatment, wastewater collection and treatment, field services, and fleet is preferred.
  • Considerable knowledge of civil engineering principles, practices, and methods in a municipal setting.
  • Knowledge of the principles and practices of supervisory management and positive employee relations. 
  • Familiarity with Microsoft Office Suite and Google Platform.
  • Ability to express ideas on technical subjects clearly and concisely, including public presentations to Elected Officials and other stakeholders
 
Compensation and Benefits:
The anticipated starting salary range is between $112,984 and $125,000 + or  based upon education and previous experience. This is a full-time, exempt position with the City of Battle Creek. The City offers an extremely competitive and comprehensive benefits package that includes, but is not limited to, a fully defined benefit pension plan, a 3% match on a 457 Plan, 100% Paid Dental Plan, health insurance that includes family coverage, vision and life insurance options, 4 weeks of paid time off beginning Day 1, 13 paid holidays, education incentives and access to a City Vehicle
