The City of Beloit, WI (36,700) – The City of Beloit is seeking an experienced, collaborative, and forward-thinking professional to serve as its next City Manager. Located along the Rock River in southern Wisconsin, Beloit is a vibrant and diverse community known for its strong neighborhoods, revitalized downtown, beautiful parks, robust business community, and commitment to high-quality public services.  

The City of Beloit serves as a regional center for commerce, education, health care, entertainment, and employment.  The community’s rich manufacturing heritage and its highly skilled labor force make it an excellent location for business investment. Beloit is blessed with a robust, growing business community, and is home to a wide range of large and mid-sized private employers across various sectors, several of which have a global footprint.  Beloit is also home to Beloit College, a highly regarded private liberal arts college founded in 1846.  

The municipal government in Beloit provides a full complement of services to the community, including police, fire/EMS, public works, parks and recreation, community and economic development, water, sanitary sewer, public transit, and a public library.  The City is governed by a seven (7) member City Council. Each member of the Council is elected at-large to two-year staggered terms.  The City of Beloit has 408 FTEs and a total annual budget of $155 million. The current General Fund budget totals $40.8 million.  The City holds an AA- municipal bond rating and is in excellent financial condition. 

The City Council appoints a City Manager to oversee and direct all municipal operations, implement City Council policies, and ensure the efficient and effective delivery of municipal services. The City Manager works closely with the City Council, City staff, residents, businesses, and regional partners to advance the City’s strategic priorities and long-term goals. The City has operated under the Council/Manager form of government since 1929.  There have been three different city managers over the past 25 years.  

Desired Qualifications

Applicants for the position must have a bachelor’s degree in public administration, business administration, urban planning, or some other relevant field of study. A master’s degree is preferred but not required.  Applicants should also have a minimum of five (5) years of experience in an executive-level managerial position.  Experience as a city manager/city administrator, or an assistant manager/administrator, is highly desirable.

  • Possesses strong financial management and budgeting skills.
  • Is a visible and accessible leader who is approachable by all members of the community. 
  • Has a strong sense of self-awareness and possesses a high level of emotional intelligence. 
  • Embraces new technologies as a means of improving the efficiency and effectiveness of municipal operations. 

Compensation and How to Apply

The starting salary range for the position is $190,000 to $210,000 DOQ/E.  The City will also provide a comprehensive and competitive fringe benefits package, including a monthly vehicle allowance. Relocation assistance will be negotiated with the selected candidate.  Residency within the City of Beloit is not required, but it is strongly encouraged.
