The Central Illinois Regional Airport Authority (CIRAA) is seeking an experienced and strategic finance professional to serve as Chief Financial Officer (CFO). This executive-level position plays a critical role in ensuring the financial strength, transparency, and long-term sustainability of the Airport Authority.

Under the general direction of the Executive Director and the Deputy Executive Director, the CFO oversees all business and financial operations of the Airport Authority. The successful candidate will provide leadership and oversight for budgeting, accounting, treasury management, financial planning, reporting, and analysis. This role is also responsible for coordinating financial strategy to support Airport Authority goals and ensuring compliance with applicable laws, regulations, and best practices.  This is an excellent opportunity for a seasoned financial leader to contribute to the continued success and growth of a vital regional transportation asset.

Key Responsibilities include:

·         Directing all budgeting, accounting, and financial reporting functions

·         Managing fund balances, cash flow, and long-term financial planning

·         Preparing financial analyses and reports for leadership, the Board, and external stakeholders

·         Overseeing external audit preparation and coordination

·         Administering and monitoring grants, bonds, and capital project financing

·         Supporting strategic planning and financial decision-making for the Airport Authority

Minimum Qualifications:

  • Bachelor’s degree in Accounting, or related field required.
  • Minimum of seven (7) years of public or governmental accounting experience
  • At least (3) years of increasingly responsible experience in the supervisory or management of an accounting or finance department, government or airport.
  • Ability to pass TSA background check and qualify for airport security identification badge.

Preferred Qualifications:

  • Master’s degree in Accounting, Finance, Business Administration, or related field.
  • Certified Government Financial Manager (CGFM) designation
  • CPA license or CPFO Certification.

Salary range $102,100 – $123,541 DOQ. CIRAA offers a comprehensive benefits package, including paid leave, medical, dental, vision, and life insurance, as well as participation in the Illinois Municipal Retirement Fund (IMRF).

The Central Illinois Regional Airport (CIRA), is owned and operated by the Central Illinois Regional Airport Authority and located in Bloomington, Illinois. CIRA operates a two-runway airfield and hosts low fare and legacy air carrier service and with rebounding traffic, and will serve over four hundred thousand passengers this year. Corporate and GA activity, an air ambulance base and cargo operations contribute to a busy and active airport preparing for significant upcoming airfield construction projects. The community is home to two universities – Illinois State and Illinois Wesleyan with a combined student population of over 22,000. State Farm Insurance, a Fortune 50 company and COUNTRY Financial, a Fortune 1000 company, Beer Nuts and Afni have their corporate homes in Bloomington-Normal. Ferrero Candy and Brandt Industries are growing and constructing new facilities.
