Assists Director in the planning, administration, and coordination of the support operations, engineering, construction, maintenance, and operation of public works facilities within the city and surrounding areas; assists in providing public works expertise to the Public Works Director and others at the Public Works Director’s instruction. Provides supervision to direct reports.
Assists with oversight of the administrative office, water plant operation, water distribution, meter services operations, mechanical and grounds maintenance, vehicle fleet maintenance, City building facility maintenance, streets, sewers, solid waste, engineering operations and capital projects; provides technical oversight and ensures compliance with the Illinois Environmental Protection Agency standards for sewer and water systems.

At the direction of the Public Works Director organizes, and administers the continuing orderly, efficient, and economical Public Works services in line with immediate and long-range City development projections.
Leads, supervises, advises and coaches subordinates, monitoring and evaluating their performance against both operational and developmental goals.
Pursues customer service goals, policies, and procedures consistent with the City Manager’s and City Council’s broad policies and objectives and ensures execution, ongoing monitoring and improvement
Oversees compliance with employee and public safety standards.
Assists in the fiscal management for all divisions through budget and project preparation including the operating budget and capital improvement budget. Prepares and monitors projections for fixed assets, furnishings, and equipment replacements for all Public Works divisions and facilities. Assists in budget management and expenditure oversight.
Assists with proper collections and cash handling procedures and policies are in place and followed.
Administers policies relating to pricing of services to ensure availability to all citizens as well as commercial operations and new land developments.
Develops and implements procedures and controls to promote communication and adequate information flow within the organization.
Serves as technical adviser to the Public Works Director.
Assures that City utilities are in compliance with all applicable state and federal standards. Leads employees in the preparation of reports to state and federal governments.
Assists in the selection of department personnel, evaluates direct reports. Recommends disciplines in consultation with Public Works Director and Human Resources.
Assists in planning, organizing, coordinating, and administering city-owned public lands, property leases, non-routine programs, activities, projects, and other various properties managed by the Department.
Assists with monitoring contractual obligations between department and other agencies or businesses, including staff bargaining units. Works collaboratively with representatives of bargaining units to maintain positive working relationships between City and staff.
Meets with various public works agencies, governing boards, private entities, and other units of local government to assure cooperation with related and affected services and represents City at meetings with public officials, contractors, private entities, and public works personnel. Collaborates with appropriate City departments to produce various public communications.
Assumes the duties of the Director in his/her absence which may include attending evening City Council meetings, special meetings, and making presentations to elected officials and to the public.
Education/Experience:
Bachelor of Science degree in engineering or related field
Minimum of 10 years of progressively responsible professional public works experience, including three (3) to five (5) years of successful supervisory experience preferred
Equivalent combination of education and experience may be accepted
Certificates and Licenses:
Illinois Driver’s license required
Licensed Professional Engineer in the State of Illinois, or ability to obtain license within six (6) months preferred
Class A Water Operator’s License preferred

Work is performed primarily in an office environment. Work requires traveling to other office locations and other agency facilities in town or around the state for meetings and to City of Bloomington work sites and facilities. Work includes attending meetings outside of normal office hours. There are no extraordinary physical demands on this position other than incidental or occasional oversight work in dusty, moist or humid conditions and outdoors including exposure to a wide range of outdoor weather conditions.
