This position generally works 40 hours per week April through October and is expected to work at least one weekend day and holidays during these months, however hours are significantly reduced November through March, averaging approximately 25 hours per week annually.

General Description

This is professional and supervisory work at the Three Oaks Recreation Area. Work involves planning, coordinating, administering, scheduling and evaluating recreation activities at the marina, beach, playgrounds and other publicly accessible area of the park.

Work is normally performed without direct supervision, and an individual must be able to exercise independent judgment in meeting various situations. Direct supervision is exercised over attendants, lifeguards, and assistant supervisors / managers. Work is performed under the direction of the Deputy City Manager.

Examples of Essential Duties

Supervises employees engaged in retail, general operation, and customer service functions of the Three Oaks Recreation Area. Ensures efficient fee collections, cash control and daily cash out procedures for all aspects of the operation. Maintains sufficient bank for cash registers and cash reserves.

Plans, organizes, and schedules attendants and lifeguard work shifts each month.

Bi-monthly reviews, corrects or amends employee payroll before it is released to the finance department.

Develops and conducts performance evaluations of employees; trains and instructs personnel in job practices and methods of work; participates in interviews and new employee hiring processes; recommends personnel action.

Supervises employees; coordinates and inspects work activities to ensure that schedules are met and that work is performed in a safe and efficient manner and in accordance with standard operating practices and procedures. Takes corrective action, including discipline of employees, as needed.

Coordinates and supervises all functions at the south lake marina. Coordinates the opening and closing protocols for the marina. Coordinates procedures for movement of boats in and out of the water. Coordinates the procedures for proper marina workflow including the transportation and installation of boat batteries, motors and various boating supplies.

Oversees the proper maintenance of marina rental equipment and ensures equipment maintenance is being performed in a timely and efficient manner.

Coordinates inventory and purchasing functions for all retail operation according to established City policies and procedures. Responsible for all beach, marina and facility equipment and commodity inventories. Makes recommendations on equipment replacement.

Plans, develops, and evaluates public / employee safety and security issues at the Three Oaks Recreation Area. Regularly inspects the grounds, building and equipment to ensure safe conditions and reports deficiencies to the appropriate staff. Enforces facility rules.

Informs Deputy City Manager about the Three Oaks Recreation Area operation and facility issues. Receives and reports customer complaints / suggestions. Reports problems and regularly makes recommendations for change or problem resolution.

Ensures that Lifeguard Instructors are properly and effectively teaching water safety training according to the established Three Oaks Recreation Area practices and procedures.

Responsible for daily beach receipts including proper record keeping and sound cash control procedures.

Develops and maintains employee policies (sun protection policy, communicable disease program and exposure plan).

Provides effective and efficient customer service training to employees and promotes and maintains responsive community relations.

Coordinates and responds to work requests and inquiries by City personnel and the public; coordinates work as necessary.

Follows safe work practices.

May be called upon to address any alarm irregularities after park hours in conjunction with the police department.

Performs related duties as assigned.

Typical Qualifications

The successful candidate must possess excellent verbal and written communication skills and have the ability to lead aquatic / beach programs, along with previous experience in supervision, training, inventory and cash control.. The candidate must also have outstanding organizational and time management skills, and be detail oriented with multi-tasking capabilities in a fast-paced environment. Critical thinking and problem solving skills along with excellent customer service skills, including the ability to deal tactfully with the public and a high level of integrity in dealing with confidential and sensitive information is essential.

This position requires a high school diploma or equivalent and possession of a valid driver’s license.

Within a reasonable time, following employment, the Operations Manager must successfully complete and obtain certification in the following certificates: CPR and First Aid, American Red Cross Lifeguard Management and Small Craft Boating Safety.

Starting hourly range is $24.00-$28.00.
