Position Summary

The City of Crystal Lake is seeking to fill the Fleets and Facilities Superintendent position due to a retirement.  We seek a team player to provide professional leadership to the employees in our Fleet and Facilities Division and provide excellent customer service to the city departments this division serves.

The Fleet and Facility Superintendent will lead a team of four skilled technicians with Automotive Service Excellent (ASE) and Emergency Vehicle Technician (EVT) certifications in the maintenance and repair of over 300 City owned vehicles and heavy equipment. The City’s fleet is varied and includes passenger vehicles, light duty trucks, police squads, fire apparatus, dump trucks (snow plow trucks), and other heavy equipment. The position also manages the Facilities Division consisting of two skilled facility employees and private contractors who are responsible for building maintenance and repairs at City Hall and the remote fire stations.

As a member of the Public Works management team, the Fleet and Facilities Division Superintendent is responsible for planning, budgeting, and management of work assignments, capital projects, and ensuring the work of technicians/ building maintenance personnel is completed properly. Position must ensure that work is performed safely, efficiently, and effectively, in accordance with IDOL/ OSHA and City standard practices and procedures.  Work is performed under the general direction of the Deputy Director of Public Works and Engineering.

On an as-needed basis, respond to and/or assist in coordinating responses to emergencies such as snow removal and severe weather incidents. Must be on-call and respond to after-hours callbacks as necessary.

Essential Job Functions

Some essential job functions include:

·         Develop and maintain the preventative maintenance programs and repair schedules for all city vehicles, equipment and facility assets.

·         Plan, coordinate and supervise the day-to-day operations of the fleet garage and facility services.

·         Coordinate the repairs of vehicles and equipment with outside vendors.

·         Work with all departments/divisions to develop specifications on vehicle and equipment replacements.

·         Manage and oversee outside vendor contracts to include, but not limited to, fleet leasing, Napa IBS, janitorial services, HVAC maintenance, elevator maintenance, and the scrap metal program.

·         Assist the Director of Public Works in planning the annual budget and five-year capital improvement program (CIP) for the fleet and facility services division and offer direction to internal stakeholders for fuel and auto parts budgets. Review/approve divisional expenditures to ensure compliance with the purchasing policy and budget.

·         Inspect work in-progress and completed projects to ensure the proper work tools, equipment and safety precautions are used and safety policies are followed.

·         Coordinate and oversee surplus auctions, marketing and transfer of ownership of surplus items.

·         Manage and oversee required periodic inspections related to fleet and facility assets to include but not limited to NFPA fire pumper and aerial testing, fire suppression/alarm systems, gas detection systems, elevator, boiler vessels, crane and fall protection, generators, vehicle lifts, and Spill Prevention Control and Counter Measures.


This position requires a combination of training and experience which provides the following minimum knowledge, abilities, and skills:

·         College degree (associates or bachelor degree) is desirable. Minimum High school diploma or equivalent with advanced level training/ certifications.

·         Minimum of 7 years of fleet maintenance experience, including two years of progressively responsible supervisory responsibility, and full knowledge and technical expertise in the repair of automobiles, trucks and heavy equipment, and experience in the successful management of preventative maintenance programs, or any equivalent combination of training and experience.

·         ASE Master Truck Technician, ASE Master Automobile Technician strongly desired.

·         EVT Fire Apparatus and EVT Ambulance certifications strongly desired along with law enforcement up-fit experience.

·         Extensive knowledge of fleet and facility maintenance and repair processes, programs, equipment, materials, trends and techniques.

·         Familiarity with OSHA safety requirements as it relates to fleet operations.

·         Working knowledge of Microsoft Office. Experience in CFAWin8 asset management, Fuelmaster fuel tracking, Triduum Building Automation Systems (BAS) or other fleet facility and financial programs/software are desirable.

·         Ability to conduct employee evaluations, including discipline, and willingness to receive, handle, and complete confidential submissions, records, reports, and data with utmost honesty, integrity, and confidentiality.

·         Effective interpersonal and communication skills for interaction with elected and appointed officials, co-workers, agencies, other governmental units and the public.

·         Ability to assess the condition of vehicles and recommend appropriate repairs or replacement.

·         Estimate and procure materials, supplies, and equipment for projects. Process invoices and track expenditures.

·         Ability to exercise professional independent judgment in planning own work, formulating recommendations, and making decisions.

·         Ability to understand and follow verbal and written instructions and to prepare written records and reports, including but not limited to monthly statistical reports, CFA reports and other documents.

·         Ability and wiliness to respond to emergency calls twenty-four (24) hours a day, seven (7) days a week and carry a wireless communications device.

Special Requirements

Valid Illinois Class B CDL driver’s license with air brake and tanker endorsements and valid ASE or equivalent Mobile Air Conditioning Society AC Refrigerant Recovery and Recycling is required or the ability to obtain within 6 months of hire.

The candidate must also have outstanding organizational and time management skills, and be detail oriented with multi-tasking capabilities in a fast-paced environment.  Critical thinking and problem solving skills along with excellent customer service skills and a high level of integrity in dealing with confidential and sensitive information is essential.

Supplemental Information

Starting salary range:  $110,000-$125,000 depending on qualifications with a competitive benefit package, including health, dental, and life insurance effective on your first day of employment, participation in the Illinois Municipal Retirement Fund pension.
