Pay: $34.34/hour, increasing to $36.03/hour after six months
About the Role
The City of Decatur is seeking a Housing Rehabilitation Specialist to support neighborhood revitalization by managing residential rehab projects, working with homeowners and contractors, and helping administer grant-funded housing programs. Ideal for candidates with backgrounds in construction, project management, property inspection, or code enforcement.
Schedule: Full-time, Monday–Friday, 8:00 a.m.–5:00 p.m.
Key Responsibilities
Conduct property inspections and document housing deficiencies
Develop scopes of work, cost estimates, and bid specifications
Coordinate bidding and monitor contractor performance for code compliance and quality
Assist with grant-funded program administration, compliance, and reporting
Serve as liaison between homeowners, contractors, and City staff
Educate residents on rehabilitation programs and eligibility
Qualifications
High school diploma or equivalent
Experience in construction, property maintenance, or related field
Knowledge of building codes, housing regulations, and contract documents
Strong organizational, communication, and project management skills
Valid Illinois driver’s license required
Must obtain Lead Worker/Supervisor Certification within six months (employer-supported)
