Highland Park, IL – Civil Engineer

Primary Purpose: Key staff member in enforcing City code and Lake County Watershed Development Ordinance on public and private developments. Primary staff responsible for traffic engineering related matters including being a liaison to Traffic Management Committee and Traffic Advisory Group. Performs professional municipal engineering work related to traffic management, water distribution and production systems, storm and sanitary sewers, storm water management, floodplain, streets, steep slope zones/ravines/bluffs, and other duties as assigned. To be an Acting City Engineer, as needed and be an active participant in assisting various Divisions of the Public Works Department and other City Departments. Supervision Received: Works under the general supervision of the City Engineer

Supervision Received: Works under the general supervision of the City Engineer with minimal oversight on a daily basis.

Supervision Exercised: No direct reports. Supervises contractors. This position may act as City
Engineer, as needed and will indirectly supervise Engineering Division staff on a project by project basis.

IMRF pension eligible position. Expected hiring range $99,428 +/- DOQ. Max of range $119,314.

Essential Duties and Responsibilities:

Review, inspect, and manage public and private development projects. Job duties include code compliance including enforcement related to drainage and grading, floodplain (FEMA), stormwater detention, steep slope zone (ravines/bluffs), Lake County Watershed Development Ordinance, assisting other Public Works Divisions and other City Departments. Be the Lake County Enforcement Officer. Involved in Lake County Stormwater Management Commission workgroups and technical committees.

Liaison to the Traffic Management Committee and Traffic Advisory Group. Provides engineering expertise on related matters. Develop meeting agendas, meeting notes, follow up on action items, public notices, compliance with FOIA regulations, drafting Council memos. Required night attendance at public informational meetings; on average 15 night meetings per year.

Manage the development of plans and specifications for annual Capital Improvement Plan projects. Work involves coordinating with consulting engineers and Public Works Operations Division. Review of plans and specifications to ensure compliance with established codes and regulations.

Inspection, surveying, and providing technical assistance to residents, consultants, and others on Engineering Division matters. Involved with grant submissions and managing grant projects at local, state, and federal levels.

Education: A bachelor’s degree in civil engineering or a related engineering field is required.

Experience: A minimum of 5 years of civil engineering experience related to public infrastructure design and construction, traffic engineering, and review of development plan and plats is required. Municipal engineering experience preferred. Familiarity with Lake County Watershed Development Ordinance requirements and the duties of an Enforcement Officer preferred.

Certification or license: A valid driver’s license and Professional Engineer (PE) license from the State of Illinois or equivalent is preferred.

Required Knowledge, Skills, and Proficiencies: Thorough knowledge of civil engineering
principles, practices and methods of application in a municipal setting. Emphasis on ability to acquire knowledge of City policies, laws and regulations which have an impact on the Division’s performance. Able to accomplish detailed design for infrastructure capital improvement projects. Ability to prepare cost estimates for work designed by in?house staff. Ability to prepare written reports on related engineering matters. Ability to communicate effectively in both oral and written form, with employees, consultants, other agencies, City officials and the general public. Compose and prepare written correspondence.

Working skill in exercising good judgment, maintaining confidentiality, and making responsible decisions in accordance with established policies and procedures; prioritizing, organizing, and performing work independently; operating a personal computer with the software and programs necessary to perform the work of the department; planning and maintaining complex office and record keeping sequences and systems; communicating effectively orally and in writing;.

Skill and diplomacy in establishing and maintaining effective working relationships with public officials, employees, staff, resource and community organizations, and the general public and to effectively and discreetly convey information.

Work Environment: Outside work may be required to be performed under all climatic conditions: rain, snow, wind and high temperatures and humidity. Due to special needs to inspect some work sites, there could be occasional exposure to traffic, fumes, risk of electrical shock, vibrations, airborne particles and chemicals. Normal workday operations are Monday through Friday from 8:00 am to 5:00 pm. This position will require occasional evening work including mandatory attendance at public meetings. During emergencies, employees may be required to be available during off hours. During office work, noise level will be low to moderate. Under most field conditions, the noise level will be modest to high.

Tools and Equipment Used: Office equipment including a computer/laptop with Windows and Microsoft Office Suite, GIS/ArcView/ArcReader, copier, printer, scanner, fax machine, postage machine, cell phone, portable radio and standard drafting and survey equipment

Physical Demands: The physical demands are representative of those that must be met by an
employee to successfully perform the essential functions of this position. During the construction season outside work is the norm. Hand and eye coordination is required for the operation of much of the field equipment that is an integral element of the field inspection process.

The employee must be able to move across areas of uneven terrain including ravines and bluffs, which may have bad footing and poor compaction. There will be times when the individual will be expected to climb ladders, enter manholes and other structures, crawl, kneel, crouch, talk, hear and smell.

The employee will be required to occasionally pick up and move items that may weigh approximately 50 pounds. Sight requirements include close vision, distance vision, peripheral vision, depth perception, ability to focus and color acuity.
