Plumbing Inspector

Primary Purpose: Ensure compliance with municipal and state plumbing codes by conducting inspections and re-inspections of commercial, residential, industrial, and institutional structures. Review plumbing installations and systems, investigate complaints, and enforce regulations in a fair and equitable manner. Promote safe, sanitary, and code-compliant plumbing practices while working constructively with property owners, contractors, and the public.

Supervision Received: Receive direct supervision from the Senior Inspector and general supervision from the Building Division Manager and senior management.

Supervision Exercised: None.

IMRF pension eligible position.
2026 full range: $33.72 ($70,137.60) – $50.57 / hr ($105,185.60)
Expected hiring range: up to $42.41 / hr ($87,651.20 annual)

Essential Duties and Responsibilities:

Perform detailed field inspections of plumbing systems in new and existing structures to verify compliance with the Illinois State Plumbing Code, municipal codes, and approvals. Inspect water, sewer, and gas piping, heating, and plumbing systems. Identify violations, document findings, and recommend corrective actions.

Investigate plumbing-related complaints and potential hazards. Determine compliance status, issue citations as necessary, and follow up to ensure compliance. Work with property owners and contractors to resolve issues in a fair and constructive manner.

Communicate with property owners, contractors, tenants, and staff to explain code requirements and violations. Provide guidance to achieve compliance through respectful and professional interactions.

Prepare accurate written reports and records of inspections, violations, and enforcement actions. Present findings to supervisors and represent the City at administrative hearings or court as required.

Review plumbing plans, blueprints, and conditions of approval to ensure compliance with applicable codes.

Education and Experience:

Education: Graduation from high school or GED equivalent is required.

Experience: Three to five years of professional experience in code enforcement, plumbing inspection, or a related field, preferably in a municipal setting. Equivalent combinations of education, certification, and training may be considered. Five to seven years of plumbing inspection experience strongly preferred. Demonstrated ability to enforce the Illinois State Plumbing Code in a government setting strongly preferred.

Certification or License: Valid State of Illinois Plumbing License and Illinois Plumbing Inspector certification required. Valid driver’s license required. ICC certifications and additional code-related certifications expected as part of professional development.

Required Knowledge, Skills, and Proficiencies:

Broad technical expertise in plumbing systems and municipal enforcement.
Knowledge of plumbing systems, devices, and protection equipment.
Knowledge of plumbing methods, ordinances, and regulations.
Ability to read and interpret plans, blueprints, and specifications.
Ability to identify hazards and enforce codes firmly, fairly, and impartially.
Strong communication and interpersonal skills for working with residents, contractors, and staff.
Proficiency in Microsoft Office and permitting databases.
