Job Description

The City of Naperville is an award-winning community of 149,000 residents, conveniently located 28 miles west of Chicago. Our Department of Public Utilities – Electric currently serves 62,000 customers with 1200 miles of transmission and distribution lines (of which 94% are underground) and with a 400MW peak demand/1,250,000 MWH annually.

The City of Naperville’s Department of Public Utilities – Electric seeks a System Controller to monitor the daily operation of the City’s electrical distribution system and its service restoration at times of power outages. The Controller communicates with City Dispatchers on operational problems, assists in the evaluation of worker resources needed for power restoration, monitors the status of the electric system using SCADA and DA (Distribution Automation) systems, determines proper courses of action based on SCADA, DA, and other information received, evaluates real-time data & alarm events to determine the condition of the system, and directs switching on the system.

2023 Wage: $46.64 to start. Second shift work earns a 10% shift differential.

Duties

As a vital member of a six-person team of Controllers, your specific responsibilities will include directing field crews during switching & tagging procedures and authorizing the operation of switching devices; managing the prompt, safe & effective restoration of electrical service to customers (and communicating with City Dispatchers on outage restoration activity); exercising authority over crews during outage situations to restore/maintain continuity of service for approximately 62,000 metered customers; writing & reviewing routines and incorporating safety considerations in all work routines.

The Controller maintains daily logs for Hold Card, Radio/Vehicle, Substation entry, Abnormal Condition, Equipment Operations and maintains databases for work orders, devices & other items; calculates and assembles data for use in the Outage Reporting System; maintains contact status and location with all field personnel on assignments; receives & processes incoming calls and relays information to appropriate personnel; initiates documentation requests; monitors weather reports and alerts field personnel of severe weather; monitors electrical substation & DA alarms and responds & direct crews to take appropriate action; enters & retrieves data, processes paperwork and maintains records (including reference books, emergency contacts, & maps); and monitors security system alarms.

Other duties include operating the SCADA and DA systems for routine switching and service restoration (including opening and closing circuit breakers and switches, inhibiting auto re-close, adjusting voltage levels, using tap changers for voltage control, monitoring alarms, system loads & feeder loads, and locking down transformers for switching procedure); writing switching and other routines for daily & special work in the field; and scheduling/approving the system changes required to complete maintenance & construction work. This includes establishing & writing switching procedures and preparing contingency plans for system abnormalities.

The System Controller job is represented by IBEW 9, and its wages, benefits, and working conditions are per the Collective Bargaining Agreement. That contract lays out four pay steps for Controller in 2023: Step 1 – $46.64, Step 2 – $49.45, Step 3 – $52.26, Step 4 – $55.10/hr. Second shift consists of any time worked from 4:00 pm – 4:15 am. Our Controllers work 12.25 – hour shifts. Overtime and additional shift coverage may be required.

Qualifications

Qualified candidates must possess a high school diploma, plus at least seven years of direct experience in an electric utility control room; or possess an Associate degree, plus at least five years of experience in an electric utility control room; or possess a Journeyman Lineman license, plus at least five years of Lineman experience; or possess a Bachelor’s degree in Electrical Engineering or Electrical Engineering Technology, plus at least three years of experience. A valid State of Illinois Class D Driver’s License is also required.

Top candidates will possess skills in prioritizing calls of emergency nature under stressful conditions, and skills in basic communication and common sense. They will be able to demonstrate knowledge of utility system terminology, field construction requirements & one-line/control schematics & substation relay/protection schemes; geographic features & streets within the service area; equipment/tools used in maintenance and construction; safety standards & hazards; PCs and software (including load flows, load forecasting & sectionalizing); and the functionality of GIS.

In addition, top candidates for System Controller will possess proven abilities to multitask (i.e., to be able to answer phone lines, handle radio communications & computer alarms, and identify proper areas on maps to reroute power… sometimes all at the same time); to read blueprints, schematics, & troubleshoot problems and make effective decisions regarding repairs and switching; to supervise/direct personnel to maintain or restore service; to consistently follow operating procedures & communication protocols; to exercise good judgment and make sound decisions under pressure; to respond positively to feedback; and to successfully complete training courses, including those leading to System Controller certification.

The Supply & Control team is a professional, safe, and well-operating team. As such, reliable attendance, punctuality, availability & accountability are essential to this position and to the group-as-a-whole. One must communicate often & effectively with Control team members in order to succeed here. Upon hire, the new Controller will undergo a six-month introductory period.
