Under the general supervision of the Economic and Community Development Director.

The Building Inspections Manager will use a proactive approach will assist the development community, citizen groups, local businesses, and other City and governmental staff in understanding and complying with various City laws, ordinances, codes, and regulations.

The Building Inspections Manager shall be empowered as a designee, representative, and agent of the City of North Chicago as provided by the City of North Chicago Municipal Code to issue citations or summonses and complaints enforcing the City of North Chicago Municipal Code.

SALARY RANGE:
$85,187 – $107,849

Essential Functions:

  • Prepares and presents statistical information related to enforcement activity, staff memos, and PowerPoint presentations on various enforcement issues or ordinances to the City Council, Chief of Staff, Director of Economic Development, City Attorney, other City Departments, and the general public as required.
  • Responsible for the management and training of Code Enforcement/Building Inspectors, who conduct on-site inspections to determine compliance with City laws, ordinances, codes, and regulations, write notices of violation, and write summons and complaint tickets into Judicial Court.
  • Documents all potential code investigations and reports findings to elected officials, the City’s Chief of Staff, and the Director of Economic and Community Development as required.
  • Creates, implements, and coordinates various projects with various City Departments to improve procedures, policies, and general well-being of the City of North Chicago.
  • Provides positive customer services to the development community, landowners, members of the public, and other City and governmental agencies in understanding City laws, ordinances, codes, and regulations.
  • Serves as a backup to Code Enforcement/Building Inspectors on code-related issues in the field or as needed.
  • Annually administers performance evaluations to staff, which include staff development plans, corrective action, and other issues as they arise.
  • Attends professional development classes, seminars, conferences, and workshops as deemed necessary to maintain certification and competence in code Enforcement, residential and commercial building codes, interpersonal communication, conflict resolution and other related fields as deemed necessary.
  • Assist the Economic and Community Development Director in creating a budget for community development functions.
  • Develops outreach and training programs to assist citizen groups, the development community, and the general public.
  • Represents the City at various functions, evening or weekend meetings, events and courts of law as required.

Minimum Qualifications:

  • Possession of ICC Certifications as a Residential Inspector, Residential Mechanical Inspector, Electrical Inspector, Building Plans Examiner, Zoning Inspector, Property Maintenance and Housing Inspection, and maintain certifications as required by ICC.
  • An associate degree with additional college coursework in Construction Management, Engineering, Planning, Architecture, Real Estate, or a related field with at least three years of increasingly responsible experience in the supervision and management of a diverse staff or any combination of training experience that provides the following knowledge, abilities, and skills:
  • Five years of experience in code review and enforcement.
  • Advanced working knowledge of building trades principles and techniques. Experience in construction or performing municipal residential and commercial plan reviews and inspections.
  • Working knowledge of theory, techniques, and application of municipal management.
  • Ability to understand neighborhood and community needs and respond through appropriate measures, including recommendations of programs, codes, and ordinances.
  • Considerable knowledge and experience with code enforcement in administrative adjudication and circuit court.
  • Knowledge of construction principles and practices, including estimating and contracting.
  • Demonstrated ability to read and interpret construction drawings, plats of survey, site plans, mortgages, title insurance, and real estate contracts.
  • Demonstrated knowledge of building codes, construction principles, and safe work methods on construction sites.
  • Excellent organizational and project management skills.
  • Excellent oral, written and interpersonal communication skills in dealing with individuals and groups at all levels.
  • Self-motivated, disciplined, organized, and reliable.
  • Innovative, creative, resourceful, and independent thinking.
  • Candidate must have experience in mediation, negotiation, facilitation, and conflict resolution techniques.
  • Extensive knowledge of municipal zoning regulations, principles, practices, and procedures.
  • Knowledge of legal aspects of municipal code enforcement and administrative policies and procedures.
  • Ability to communicate effectively, both orally and in writing, with elected officials, managers, supervisors, other City employees, and outside agencies.
  • Must have knowledge of construction plans, site plans, landscaping plans, and other documentation deemed necessary by the Economic and Community Development Department. This includes the understanding and general application of engineer and architect scales.
  • Ability to establish and maintain effective working relationships with key staff members at all levels of the organization.
  • Ability to work with minimal supervision and specific directions the skills to identify potential needs and problems, and the ability to suggest workable solutions.
  • Ability to use modern office equipment, including computer applications such as Word, PowerPoint, and Excel software, and the possession of or ability to obtain a valid Illinois driver’s license with a safe driving record. Extensive knowledge of BS&A software.
