Salary: $95,000 – $105,000, based on qualifications.

Job Summary: The purpose of this classification is to perform complex duties supervising and managing the development and implementation of programs, practices, and procedures for the City’s Public Works Department, which includes Streets, Solid Waste, Grounds Maintenance, and Fleet Maintenance functions of the City.

Major Duties:

Oversee and review the work of assigned subordinate personnel;
Identify and respond to community issues, concerns and needs;
Develop and administer goals, objectives and procedures;
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals;
Research, analyze and evaluate new service delivery methods, procedures and techniques;
Perform related tasks to include overseeing and monitoring winter storms and disaster response;
Assign schedules; establish priorities; allocat personnel, equipment, and other resources;
Select personnel; conduct performance evaluations; recommend disciplinary actions; and review work upon completion;
Write specifications and solicit bid proposals or quotes for all equipment and supplies used by the department;
Train workers and instruct in work methods, rules, and standards;
Ensure appropriate safety standards are followed;
Facilitate problem solving as needed;
Assist the City Manager in preparation of annual departmental budget; recommend purchase of equipment and vehicles; maintain inventory of supplies and parts;
Oversee annual road improvement projects.

Knowledge and Skills Required by Position:

Knowledge of operational characteristics, services and activities of a comprehensive public works program;
Knowledge of City codes;
Knowledge of pertinent Federal, State and local laws, codes and regulations;
Skills to analyze programs, policies and operational needs;
Knowledge of municipal budget preparation and administration;
Skills in supervision, training and performance evaluations;
Knowledge of current Human Relation and employee labor law issues;
Skills to communicate clearly and concisely, both orally and in writing;
Skills to establish and maintain effective working relationships with those contacted in the course of work;
Knowledge of safety rules and regulations of the department to which assigned.
Supervisory Controls: Work is performed based on policy directives of the City Manager.

Supervisory and Management Responsibility: This position supervises the Streets, Solid Waste, Grounds Maintenance, and Fleet Maintenance functions of the City.

Guidelines: Guidelines include City codes, departmental and safety policies and

procedures, and supervisory instructions. These guidelines are clear and specific, but may require some interpretation in application.

Scope and Effect: The purpose of this position is to oversee sanitation and refuse collection; streets, roads and sidewalks; fleet maintenance; and grounds maintenance. Successful performance helps ensure timely collection of garbage, safe and clean streets, well maintained vehicles, and grounds, presenting a positive public image for the City.

Personal Contacts: Contacts are typically with co-workers and customers.

Purpose of Contacts: Contacts are typically accessed to exchange information and provide services.

Physical Demands: The work is typically performed with the employee intermittently sitting, standing, walking, and bending, crouching or stooping. The employee must frequently lift light and heavy objects, climb ladders, and use tools or equipment requiring a high degree of dexterity.

Work Environment: The employee may be exposed to noise, dust, dirt, irritating chemicals, machinery with moving parts, and occasional inclement weather. This work may require the use of protective devices such as masks, goggles or gloves.

Minimum Qualifications:

Bachelors degree in engineering, or closely related engineering field, public administration , business administration or closely related field, from an accredited college or university; eight (8) years previous experience and/or training that includes progressive, responsible technical and administrative experience in a related public works field, including supervisory work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Preferred Qualifications:

Masters degree in engineering, or closely related engineering field, public administration , business administration or closely related field, from an accredited college or university; ten (10) years previous experience and/or training that includes progressive, responsible technical and administrative experience in a related public works field, including supervisory work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. PE certification.

The City of Villa Rica is prepared to cover some relocation costs for out of state candidates in addition to assisting with temporary housing for a specific period until permanent housing is secured.
