Director of Public Works. The City of Willmar, MN is seeking an experienced and visionary Public Works Director to lead and manage essential infrastructure services that support the health, safety, and quality of life for our community. Willmar is a regional hub located in west-central Minnesota, serving as the county seat of Kandiyohi County. With a population of approximately 21,000, Willmar blends small-town charm with a growing and diverse community. The city is known for its rich agricultural heritage, scenic lakes, and expanding economic base, which includes healthcare, manufacturing, education, and retail. Willmar is also a designated Opportunity Zone and continues to invest in infrastructure, housing, and community development.

Culturally, Willmar is home to a dynamic mix of residents, including a significant Latino and East African population, which contributes to the city’s unique character and entrepreneurial spirit. The city hosts several annual events, including the Kandiyohi County Fair and Rockin’ Robbins summer concert series, and offers recreational amenities like Robbins Island Regional Park, the Glacial Lakes State Trail, and a growing network of bike paths and green spaces.

The Public Works Director oversees a wide range of services, including wastewater treatment, public works infrastructure, civic center maintenance, and airport maintenance. This individual provides strategic leadership and guidance to division supervisors and ensures effective, efficient service delivery. This position also serves as a key advisor to the City Administrator and City Council, making informed recommendations on departmental matters, including those with potential city-wide impact.

Candidates must have the ability to:

·         Coordinate all maintenance and repair activities for the City’s infrastructure, public works buildings/facilities and grounds.

·         Supervise activities such as street maintenance, snow plowing and removal, signing, tree trimming, park maintenance, sewer cleaning and traffic control.

·         Oversee, through supervision of the Wastewater Superintendent, activities such as wastewater treatment, plant maintenance/operations/facility planning.

·         Develop RFPs for consulting work; review consultant’s request for payments; obtain quotes for building maintenance.

·         Attend all Council and related meetings, and serve as a member of the Airport Commission.

·         Assist public on location of City water and sewer systems.

·         Prepare and administer departmental budget, manage inventory of materials and equipment, and administer department’s vehicle replacement policy.

·         Review site plans; review projects with Director of Planning and Development Services for conformance; and review and sign building and excavation permits.

The successful candidate will possess each of the following qualifications:

·         A Bachelor’s Degree; OR Water and/or Sewer license with 10+ years of experience; OR Street Maintenance experience of 10 years or more

·         Five or more years of experience in position(s) of similar complexity including management and supervisory responsibilities

·         Knowledge of NPDES permit procedures.

·         Knowledge of MN DOT permits and R/R permits.

·         Knowledge of ADA and OSHA requirements.

Compensation and Benefits:

The expected hiring range for the position is $109,033.60 – $146,931.20 based upon qualifications and experience. The city provides a comprehensive benefits package.
