Position Summary:
The LaSalle County Auditor is accepting applications for the newly created position of Chief Deputy Auditor. This position is responsible for professional accounting and financial reporting within the Auditor’s office. Manages the department in the absence of the County Auditor. Also responsible for the daily supervision of two staff.
Responsibilities:
Analyze, interpret and communicate financial operating budget results, identify trends affecting budget needs and provide information and guidance to county officials and departments.
• Analyze accounting records to determine financial resources required to implement programs; make recommendations for budget allocations to ensure conformance to budgetary limits.
• Expands guidelines for improvement in the budget development, planning and control processes.
• Prepares all financial statements
• Prepares the Comprehensive Annual Financial Report (CAFR).
• Monitors, interprets, and applies evolving professional standards to ensure the County’s compliance with Generally Accepted Accounting Principles (GAAP) and Government Accepted Auditing Standards (GAAS).
• Responsible for the preparation and fair representation of the County’s financial statements in accordance with Generally Accepted Accounting Principles (GAAP).
• Develop and oversee the internal control policy related to the preparation of the annual financial statements to ensure that related footnote disclosures are completed and presented in accordance with GAAP.
• Reports to County Auditor to ensure proper communication and information sharing from the accounts payable and purchasing functions.
• Participates in necessary updates to internal accounting and budgetary policies and procedures for adoption by the County.
• Ensures the effective communication of accounting policies and procedures to Department Heads and Elected Office Holders to ensure successful implementation and adherence.
• Complies with other financial reporting requirements set by state law and federal regulations, which includes submission of Federal Audit Clearinghouse, GATA and State Comptroller reports.
• Provides financial advisement for the development and administration of the County’s capital improvement plan.
• Responsible for LC Insurance Trust accounting work including monthly balance sheet, bank balances and issuance of monthly requisition payments.
• Responsible for monitoring grant compliance requirements for the County.
Requirements Include:
Bachelor’s degree in Accountancy with at least the classes that satisfy CPA eligibility.
• At least 3 years of governmental accounting experience with two years in Audit.
• Supervisory experience preferred.
• Communicate effectively, verbally and in writing to all levels of staff and management.
• Organize and work independently on multiple assigned tasks/projects and complete assignments within specified deadlines.
• Excellent verbal and written communication skills.
• Strong proficiency in the use of MS Excel and the interoperability of the Office suite.
A pre-employment background check is required.
Physical Requirements:
Sedentary work involving exertion of up to 10 pounds of force occasionally and/or negligible force frequently to move objects. Work primarily involves sitting, with occasional standing and walking.
Work Environment:
Work is performed in a standard office environment with minimal exposure to adverse conditions.
