The City of Long Beach is seeking a Director of Procurement/Contract Manager.  This position is responsible for directing and managing the Purchasing Department of the City, and charged with the power to maintain contract compliance and the City’s contract management program.

The candidate for Director of Procurement/Contract Manager will be a person of the highest integrity and is expected to be visible in the organization, exhibit strong leadership abilities, and practice sound management skills. Long Beach is a city in Nassau County, New York. It takes up a central

section of Long Beach Barrier Island, which has a population of 33, 275. It was incorporated in 1922, and is nicknamed “The City By the Sea” (the Latin form, Civitas ad mare, is the City’s motto). The Long Beach Barrier Island is surrounded by Reynolds Channel to the north, east and west,

and the Atlantic Ocean to the south. Long Beach is about 20 direct miles from Manhattan. The City of Long Beach is one of only two cities on Long Island and comprises about two square miles. This unique resort community offers the opportunity to live and work where others vacation with ready access to a multitude of recreational opportunities–ranging from extensive waterfront boardwalks to a municipal ice-skating arena.

The community is now undergoing revitalization and redevelopment in the commercial district while a housing boom creates a wide variety of home choices for newcomers.


The governing body is composed of five city council members. The city council meetings are held on the 1st and 3rd Tuesday of the month. There is a working session on the 2nd Thursday of the month.

The City is seeking a Director of Procurement/Contract Manager. This position which reports to the City Comptroller carries full responsibility for the management of the City’s Purchasing Department. This includes purchasing contract management and compliance, purchasing of all supplies, materials, and equipment required by all City departments, and related work.

The duties of the Director of Procurement/Contract Manager include, but are not limited to, working with appropriate City officials and staff to formulate policies and procedures for the purchase of all supplies, materials, and equipment, in accordance with applicable laws and governing regulations, and implementing and ensuring compliance with necessary controls and auditing requirements. The highest ethical standards in the preparation of bids and award of contracts are required.


Thorough knowledge of the laws, principles, practices, and procedure involved in public bidding, purchasing, and materials; good organizational skills; ability to deal effectively with vendors and sales representatives; ability to establish and maintain effective working relations; ability to manage and supervise the work of others; ability to communicate effectively both orally and in writing; sound professional judgment; integrity; initiative; ability to perform in a reasonable manner the essential functions of the position.


  • Bachelor’s degree from a regionally accredited or New York State registered college or university
  • A minimum of seven (7) years experience in large scale public purchasing, two (2) years of which must be at a supervisory level.
  • Candidates will be required to take a Civil Service examination and be reachable on the resulting eligible list pursuant to NYS Civil Service Law.
