Dubuque, IA (59,667) is located along the Mississippi River at the junction of Illinois, Iowa, and Wisconsin, known as the Tri-State Area. The Chief Information Officer (CIO), appointed by and reporting to the City Manager, leads the Information Technology Department with a staff of twelve and overseeing a combined budget of $2.69 million. The team includes a Senior Network/Systems Admin, Lead Applications/Network specialists (x3), an Information Tech Specialist, Help Desk Technical Support (x4), a Chief Security Officer, a User Technology Specialist, a Law Enforcement User Support Specialist, and a seasonal intern. This team ensures the city’s technology infrastructure supports all municipal operations and services. The CIO supervise staff, develop policies, manage IT operations, provide strategic advice, facilitate meetings, research improvements, oversee budgets, plan technology initiatives, manage vendor contracts, collaborate with the Dubuque County Dispatch Center, and focus on continuous improvement and user satisfaction.
MINIMUM REQUIREMENTS:
- Bachelor’s degree in Computer Science, Information Technology, Public or Business Administration, or closely related field; and
- At least 5 years of relevant work experience including supervision, or
- Any combination of relevant education and experience.
- Possession of or ability to obtain and maintain a valid Iowa Driver’s License or, alternatively, the ability to travel independently throughout the community.
PREFERRED REQUIREMENTS:
- Experience in local government and/or systems management including enterprise resource planning systems, geographic information systems, artificial intelligence, and citizen response management systems.
Compensation and Benefits: The expected hiring range for the position is G-44A $119,377.44 to $156,090.48. Dubuque is actively conducting a salary and wage survey in FY 26. With an anticipated hiring rate of $135K – 140K DOQ. The city provides a comprehensive benefits package. This is a hybrid position with remote work capabilities as needed. Residency within 50 miles of corporate limits is required within two years of appointment.
