Dubuque, Iowa (population 59,667) is seeking qualified candidates to serve as its first Industrial Pretreatment Coordinator. 
 
The Community

By 2005, the city led the state and the Midwest in job growth, ranking as the 22nd-fastest growing economy in the US.  Alongside industry, the city has large health care, education, tourism, publishing, and financial service sectors. The City operates under a Council-Manager form of government.  The Industrial Pretreatment Coordinator will work alongside the City’s Environmental Coordinator and report directly to the Water & Resource Recovery Center (wastewater) Manager. 
 
The Position
The City’s industrial pretreatment program began in 1983. The City currently monitors fifteen individually permitted industries. The City is seeking its first full-time dedicated employee to oversee and expand its industrial pretreatment program and to collaborate with the City’s Environmental Coordinator in the grease reduction program in its sanitary sewer collection system. 
 
This position is classified as full-time working Monday-Friday during normal business hours, but the City is open to a flexible schedule and some potential limited remote work for this position. The office for this position is in the Water & Resource Recovery Center Administration Building. 
 
The Coordinator’s duties include:
  • Oversee and implement the City’s Industrial Pretreatment Program. 
  • Work directly with industrial and commercial customers to ensure their discharge control systems are permitted and functioning properly. 
  • Work to increase community awareness and ensure compliance with City,  State, and Federal regulatory requirements. 
  • Collaborate with Economic Development, Engineering, Health Services, Public Works, and the Water & Resource Recovery Center staff. 
Qualifications:
  • Associate’s degree in environmental science, biology, chemistry, water or wastewater technology, or a related field is required. Bachelor’s degree is preferred. 
  • 3 years of professional experience in regulatory compliance, technical or research-related positions in wastewater operations, or a closely related field. 
  • Experience with state and federal reporting requirements (MS4 Permits; NPDES). 
  • Experience with EPA sample collection and preservation methods including sampling protocols.
  • A combination of education and experience equivalent to those mentioned above will also be considered.
Ideal Candidates will possess:
  • Grade Level II Certification in Wastewater Treatment

  • Proficient skills with Microsoft products
  • Mechanical knowledge and the ability to troubleshoot
  • The ability to work independently 
Compensation and Benefits:
The salary range for this position is $57,000 – $74,000 and will depend upon education and previous experience. This pay range may change in the future, as the City is currently conducting a Class and Compensation Study to ensure they remain competitive in the marketplace.

The Coordinator is required to reside within 30 miles of the corporate limits of the city within two years of appointment.
