MGT is seeking an experienced Fiscal Assistant III to fill a part-time temporary assignment for the Village of Bloomingdale. Selected candidate will be an employee of MGT for a minimum of two months with services contracted to the Village of Bloomingdale. This position may be temp-to-hire for the right candidate. 

PURPOSE OF POSITION 

The purpose of this position is to perform clerical/bookkeeping functions in Payroll and human resources. The work is performed under the direction of the Assistant Finance Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Reviews, maintains and processes all aspects of the Village, Library and Police Pension payroll function in compliance with all federal, state and local laws and provides support to the human resource function, including but not limited to, maintenance of employee payroll and human resource data in the financial software system including pay rates, time worked and benefit data entry, reconciliation of payroll timesheets and benefit leave forms; computation of retroactive pay; processes all related deductions and benefits; maintenance of insurance and benefit information and other applicable personnel information within the Village's financial software system; prepares, reviews and analyzes reports and lists; generates payments and processes direct deposit (ACH) files, Prepares documentation for bank transfers and creates payroll summary reports. 

Processes liabilities pertaining to payroll; submits withholding remittance information. Generates disbursement payment vouchers related to all payroll liabilities for accounts payable processing.

 Responds to employee questions and inquiries regarding payroll and, when applicable, human resources. 
Assists in the Human Resource function of completing documentation pertaining to health, dental, IMRF, Opt-Out, IPBC and workers’ compensation.

Completes requests for mortgage applications and personal loans.
Prepares all required federal, state and IMRF payroll reports, tax returns and filings such as, but not limited to, monthly IMRF earnings reports, quarterly 941s, annual employee W2s.

Acts as a designated petty cash custodian and is responsible for maintaining the Administration/Finance petty cash account.
 
 ADDITIONAL FUNCTIONS

Provides backup support and coverage to the cashier/receptionist (Fiscal Assistant I) position.   Performs other duties as assigned and required. 

MINIMUM QUALIFICATIONS
 
High school diploma or equivalent with vocational/technical training in bookkeeping or a related field with two years of clerical experience, or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job.

Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose.
Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.

Requires the ability to provide guidance, assistance and/or interpretation to others, such as co-workers and the public, on how to apply policies, procedures and standards to specific situations. Requires the ability to communicate orally and in writing with the Assistant Finance Director and all department personnel, other Village departments, residents, developers, vendors and the public. 
Verbal Aptitude
Requires the ability to utilize a variety of reference, descriptive and/or advisory data and information such as reports, accounts, checks, vouchers, invoices, payments, databases, spreadsheets, logs, files, records, applications, procedures, guidelines and non-routine correspondence. 
Equipment, Machinery, Tools and Materials Utilization
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer and other office machines, and/or materials used in performing essential functions.
Mathematical Aptitude
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; may require the ability to perform mathematical operations with fractions and algebra. 
Functional Reasoning
Requires the ability to carry out instructions furnished in written, oral or diagram form. Involves semiroutine standardized work, with some latitude for independent judgment regarding choices of action. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria
