GovTemps is accepting resumes from qualified candidates for a Temporary Town Treasurer/Tax Collector position at the Town of Needham, MA (po. 32,091). Needham is primarily a residential community located about 10 miles southwest of Boston. Selected candidate will be an employee of GovTemps with services contracted to the Town.  Preference is for a three-to-five-day work week.   A hybrid work structure will be considered later in the term.    
 
Position Responsibilities
Position will report to the Assistant Town Administrator/Finance and oversee a staff of five FTE’s. Position The Treasurer/Tax Collector receives, disburses, and accounts for all Town funds, utilizing automated and manual systems.  Responsible for the collection of motor vehicle excise, personal property and real estate taxes, water and sewer, general bills, and parking receipts and fines.  The individual must ensure timely monthly bank reconciliations of all bank accounts and accounts receivable to the General Ledger.  The job requires frequent contact with the public and Town departments.  
 
The Town is in the process of converting to new collection software which requires the participation, attention, review, and assistance of the Treasurer/Tax Collector to implement.  The new applications are for motor vehicle excise, personal and real property taxes, water and sewer billing, and general billing.   Working with the Deputy Town Manager/Director of Finance must plan, negotiate and arrange for the issuance of long and short-term debt.   Initiate the process for tax takings, and if appropriate and perform foreclosures on tax titles.  Act as a custodian for all funds and securities of the Town's Trust Funds, invest and expend from investments as directed by the Trust Fund Commissioners; and prepare summary reports and reconcile trust accounts.
 
Position Requirements
Successful candidate should possess experience in local government finance. Certification by the Massachusetts Municipal Auditors’ and Accountants Association (MMAAA) is preferred.  
 
Compensation and Application Process 
The targeted hourly starting rate is $85$90/hour.
