McHenry County Division of Transportation (MCDOT) is a full service transportation agency that interacts with other agencies of local government. The Planning Liaison position works cooperatively with the Division of Transportation, which provides the local match (20%) for the Unified Work Program grant that supports this position, in addition to the major responsibility of acting as Chicago Metropolitan Agency for Planning (CMAP) Council of Mayors liaison.
To act as a liaison between the McHenry County Council of Mayors, CMAP and the Illinois Department of Transportation (IDOT), to manage a Five Year Surface Transportation Program in excess of $25 million, and to assist McHenry County mayors and managers with other transportation issues as required.
Salary: $59,797 annually
ESSENTIAL JOB FUNCTIONS:
The Planning Liaison (PL) will be the basic communication link between CMAP, IDOT, and the municipalities of McHenry County. The PL will provide information about CMAP transportation policies, programs and initiatives to local officials and stakeholders, provide feedback regarding those issues to the CMAP staff, committees and Board and ensure that CMAP is apprised of regional and sub-regional issues of importance to their communities.
The PL will be the primary public contact for local government projects in the Federally-mandated Transportation Improvement Program (TIP).
The PL will actively work to assist CMAP staff with the implementation of the region’s ON TO 2050 plan and the development of future regional comprehensive plans.
Provides staff assistance as part of the regional comprehensive planning effort. This includes being involved in the CMAP committee structure, providing technical and other support to help achieve CMAP objectives, and providing input on regional planning efforts.
Facilitate the Surface Transportation Program (STP) according to local Council methodologies developed in coordination with CMAP while meeting federal requirements.
Assist in the development of sub-regional annual and multi-year, multi-modal transportation improvement programs consistent with regional strategies and will be responsible for programming STP projects in the CMAP TIP database and for facilitating the implementation of projects through the Illinois Department of Transportation.
Works with local officials, regional, state and federal agencies and engineering consultants to ensure the timely, efficient and effective implementation of transportation projects. This will include providing regular project status reports as well as close coordination with CMAP and IDOT staff for all locally sponsored projects.
Responsible for Active Program Management, as well as reviewing various IDOT forms, applications, local agency and engineering agreements, and assisting in implementation of locally sponsored STP projects.
0 – 4 years in planning desirable.
Bachelor’s Degree in planning, civil engineering, public administration or a related field from an accredited college or university is required.
Master’s Degree in urban planning, public administration or a related field is preferred.
Current certification through the American Institute of Certified Planners (AICP) or active pursuit of AICP certification is desired.
Valid Driver’s License
Ability to follow complex oral and written instructions and work independently
Ability to express oneself clearly and concisely both orally and in writing
Ability to multi-task and stay focused on deadlines
Ability to work with Microsoft Office software platform
Ability to maintain the Council of Mayors website
Basic working knowledge of federal and state transportation, environmental, and economic development programs and agencies.
At present time, the McHenry County Division of Transportation has a flexible remote work policy allowing employees the ability to split time between working from home and within the MCDOT offices located in Woodstock, IL.
Once CMAP and IDOT resume in-person meetings, the PL must be willing to travel to the Chicago Loop as well as to surrounding suburbs for meetings on a regular basis.
