- Attending all meetings of the City Commission/Council
- Making recommendations for the adoption of measures and ordinances.
- Supervising and analyzing the functions, duties, and activities of the various departments, divisions, and services under the administrator’s purview.
- Carrying out the directives and recommendations of the mayor and commission/council.
- Coordinating the administrative functions and operations of the various departments, divisions, and services.
- Keeping the mayor and commission/council fully advised as to the financial condition of the city.
- Preparation and presentation of the annual proposed budget.
- Supervision and control of budget expenditures.
- Preparation and submittal of the end of the fiscal year report.
- Recommendations to the mayor and council/commission for the appointment and dismissal of all department and division heads over which he/she exercises jurisdiction.
- Appointment and dismissal of all subordinate employees in the departments, divisions, and services over which he/she exercises jurisdiction.
- Serving as public relations officer for the city.
- Investigate all complaints made or filed against the city government and its departments.
- Develop and maintain cooperative working relationships with all community organizations.
- Bachelor’s degree in Finance, Public Administration, Political Science, or related field. Master’s degree preferred.
- 3–5 years of experience as a City/County Manager in an organization of comparable size and complexity or 3–5 years of experience as an Assistant City/County Manager with proven success managing a wide array of departments. 5-7 years preferred.
- A combination of education and experience equivalent to those mentioned above will also be considered.
- Strong financial management and reporting experience including budgeting, forecasting, and capital improvement planning.
- Experience obtaining, managing, and reporting on federal, state, local and foundational grants.
- The desire to become part of the community in Nebraska City.
- The ability to create and maintain a team atmosphere within and between elected officials, city staff, family foundations, and other regional partners.
