Nebraska City, NE (population 7,200) is seeking qualified candidates to serve as its next city administrator.
 
The Community
Nebraska City is defined by its welcoming, small-town charm and significant place in history and is known for being the home of Arbor DayIt is home to 11 historic homes and Museums. The city is the county seat for Otoe County and 7,200 residents call this community home. Nebraska City sits on the banks of the Missouri River, on the border of Nebraska and Iowa, and is stone’s throw from Missouri. Those wanting a big-city fix are only one hour from both the state capital Lincoln and Omaha. Craving world famous barbeque and an MLB, NFL, or MLS game? Take Interstate 29 about two hours south to Kansas City.
 
The Position
Along with the Mayor and Commissioners/Council, the City Administrator oversees most city functions including City Attorney, Library, Fire (professional and volunteer), Parks, City Clerk/Treasurer, and Construction and Facilities Manager. The Police Department is overseen by the Mayor and the Utilities Department (which provides electric, gas, water, and sewer utilities) is controlled by the Board of Public Works. 
 
The Administrator is responsible for the leadership of 54 FTEs and 46 seasonal/part-time employees. In addition to overseeing the day-to-day operations, he/she will manage a budget of approximately $12.6 million. 
 
The Administrator’s duties include:
  • Attending all meetings of the City Commission/Council
  • Making recommendations for the adoption of measures and ordinances. 
  • Supervising and analyzing the functions, duties, and activities of the various departments, divisions, and services under the administrator’s purview.
  • Carrying out the directives and recommendations of the mayor and commission/council.
  • Coordinating the administrative functions and operations of the various departments, divisions, and services.
  • Keeping the mayor and commission/council fully advised as to the financial condition of the city.
  • Preparation and presentation of the annual proposed budget.
  • Supervision and control of budget expenditures.
  • Preparation and submittal of the end of the fiscal year report.
  • Recommendations to the mayor and council/commission for the appointment and dismissal of all department and division heads over which he/she exercises jurisdiction. 
  • Appointment and dismissal of all subordinate employees in the departments, divisions, and services over which he/she exercises jurisdiction.
  • Serving as public relations officer for the city.
  • Investigate all complaints made or filed against the city government and its departments.
  • Develop and maintain cooperative working relationships with all community organizations.
 
 
Qualifications:
  • Bachelor’s degree in Finance, Public Administration, Political Science, or related field. Master’s degree preferred. 
  • 35 years of experience as a City/County Manager in an organization of comparable size and complexity or 35 years of experience as an Assistant City/County Manager with proven success managing a wide array of departments. 5-7 years preferred. 
  • A combination of education and experience equivalent to those mentioned above will also be considered.
 
Ideal Candidates will possess:
  • Strong financial management and reporting experience including budgeting, forecasting, and capital improvement planning.
  • Experience obtaining, managing, and reporting on federal, state, local and foundational grants.
  • The desire to become part of the community in Nebraska City.
  • The ability to create and maintain a team atmosphere within and between elected officials, city staff, family foundations, and other regional partners.
 
Compensation and Benefits:
The salary range is between $126,000 – $140,000 and will depend upon education and previous experience. This is a full-time, exempt position, serving at the pleasure of the Commission/Council. Benefits include:
