Oakland County, MI (pop. 1,251,000) County Seat: Pontiac/Waterford. Oakland County is located in southeast Michigan, immediately north of Detroit. The Oakland County Health and Human Services Department is the second-largest public health jurisdiction in Michigan.
The County is governed by an elected County Executive, David Coulter elected for a four-year term, and a 21-member Board of Commissioners who are elected by district for a two-year term of office. The Health Officer is responsible for the Oakland County Health Division (OCHD), which is the second-largest public health jurisdiction in Michigan. The Health Officer leads a team of approximately 450 employees and a budget of over $37M and oversees a wide array of programs.
The Health Officer will collaborate with internal and external partners on current and emerging public health issues, including coronavirus disease (COVID-19), ensuring that Oakland County is prepared, protected, and informed on important public health and environmental matters. The Health Officer must possess well-developed communication skills and provide leadership in advising officials and the medical community on public health concerns and opportunities to increase whole-person health.
The Health Officer must present an informed, confident, and trusting presence to both internal and external stakeholders. The Health Officer will be exceptionally skilled in the areas of leadership, management, delivery of public health services, and the development of comprehensive public health policy; all through an equity lens and with an emphasis on diversity and inclusion.
Required Minimum Qualifications
- Bachelor’s degree from an accredited college or university with a major in Public Health Administration, Public Administration, Business Administration, or a related field; AND
- Have had at least eight (8) years full‑time experience in the administration of public health programs; OR a Master’s degree from an accredited college or university with a major in Public Health Administration, Public Administration, Business Administration, or a related field; AND
- Have had at least five (5) years of full‑time administrative experience in a public health agency.
- Pass the complete examination, including the pre‑employment physical established for this classification.
- Successfully complete the six-month probationary period.
Additional Desirable Qualifications
- Considerable knowledge of and experience in the administration of a comprehensive public health program.
- Considerable ability to establish and maintain effective working relationships with professional and non‑professional medical personnel, other governmental and private health officials, and the general public.
- Considerable ability to evaluate existing programs and plan new programs to assure an effective and cost‑efficient public health program.
- Considerable ability to apply the principles of personnel management to the selection, placement, and supervision of employees and the ability to develop successful in‑service training programs.
- Considerable ability to analyze and interpret state and federal regulations affecting local health departments.
- Considerable ability to coordinate Health Division Programs with a variety of governmental, voluntary, and non‑profit health agencies.
- Considerable ability to exercise mature judgment and initiative in analyzing problems and recommending solutions.
- Familiar with current word processing, spreadsheet, database, e-mail, and Internet software.
- Must submit to immunizations as required by the Department of Health & Human Services and to periodic tuberculin skin tests or chest x‑rays at County expense.
Salary range is $106,801 to $143,093 DOQE.
