City Manager – Oshkosh, WI (pop. 66,700; the Oshkosh – Neenah MSA pop. is 167,860). The city is less than 90 minutes north of Milwaukee. The City seeks its next City Manager.
Incorporated in 1853, Oshkosh’s history dates back thousands of years as the ancestral home to the Ho-Chunk and Menominee tribes who lived in the area prior to European settlers. Today, proud of its historic sites, solid and varied residential neighborhoods, and a lively downtown, Oshkosh provides excellent cultural, recreational, and educational amenities, and is the home of the University of Wisconsin-Oshkosh.
Located where the Fox River enters Lake Winnebago, Oshkosh is a thriving community with a tradition of thoughtful leadership. Oshkosh has an impressive portfolio of top employers. The city plays host to hundreds of local, regional, national, and international events each year including the annual fly-in hosted by the Experimental Aircraft Association, EAA.
The City Manager is in charge of the day-to-day operations, and oversees a budget of approximately $175 million, including a general fund of more than $56 million. The City is in excellent financial condition. The City has about 650 employees, a AA3 bond rating (Moody’s), and a fund balance of more than 31% of operating funds.
The City is looking for a collaborative and transparent professional with strong communication skills. Work experience with a variety of community stakeholders is important. A record of visibility in the community is highly valued. Town-Gown experience is a plus; proven financial expertise is required.
Ideal candidates will possess:
- A bachelor’s degree in public administration or related field; a master’s degree in public administration or closely related field is preferred;
- Seven – ten years of increasingly responsible municipal executive level experience;
- Proven leadership, managerial, and interpersonal skills to direct a City team serving an engaged community;
- Strong communication and collaboration skills;
- Financial, analytical, and budget management skills to lead a financially fit organization; and
- Demonstrable economic development experience is highly valued.
The Council/Manager form of government enjoys a long history in the community. The current City Manager is retiring after 16 years. The City Manager reports to a seven-member Common Council. The starting salary range: $185,000 – 225,000 +/- DOQ, plus an excellent benefits package.
