The General Manager of Parks Maintenance is a hands-on leader responsible for the administration, development, renovation and maintenance of all grounds, outdoor facilities, vehicle fleet, small-engine machinery, and equipment/tools.  The General Manager of Parks Maintenance shall plan and coordinate both internal and external/contractual routine maintenance tasks, capital improvements projects and responsible for the administration and development of all capital development and handicap accessibility projects.

The General Manager directly supervises the Park Operation Manager, the Athletic Field Specialist and (2) Park Laborer staff, part-time seasonal staff, as well as, all contractual labor required for completion of capital development and handicap accessibility projects. Such supervision will be exercised in keeping with the oral and/or written instructions of the Executive Director.

HOURS OF WORK
A normal 40-hour workweek, M-F, 7am to 3:30pm, is considered standard; however, the employee shall be considered to be on duty whenever a need exists.

Essential Functions/Responsibilities

  •  Administer the parks, planning and development and work closely with the Facilities Department in accordance with policies established by the Park Board, and procedures and direction set forth by the Executive Director.
  • Plan, schedule and direct the repair, renovation, reconditioning, and construction of park equipment, athletic fields/courts, outdoor facilities, and grounds.
  • Coordinate the preparation of the annual operating and capital budgets and monitor throughout the fiscal year.
  • Prepare bid specifications for renovation and development projects.
  • Collaborate in the preparation of grant applications.
  • Recruit, hire, train, supervise and evaluate park maintenance personnel and contractual services.
  • Serve as a liaison for the Parks Department to all other District Departments.
  • Recommend goals and objectives for the Parks Department operation and develop strategy for achieving these goals and objectives
  • Prepare written and verbal reports concerning divisional activities as directed; communicate matters of importance to Executive Director on a timely basis.
  • Establish, coordinate, and direct the implementation of an effective maintenance program for all parks.
  • Ability to establish priorities, plan and delegate, as well as motivate others to accomplish tasks.
  • Conduct field inspections to ensure efficient and timely completion of tasks and projects.
  • Maintain up-to-date inventories of all parks, equipment, and related items.
  • Implement/review policy manual, safety manual and procedures, maintain records and files concerning all facets of the department’s operations and the entire District.
  • Support, promote or implement all safety, health and loss control policies.
  • Serve As the ADA Compliance Officer.
  • Participate in District Safety Committee (Co-Chair) and other committees as assigned.
  • Administrate the Adopt-A-Park and Memorial Tree / Memorial Bench program.
  • Oversee the District Tree Management Plan.
  • Maintain the Districts GIS system (tree inventory).
  • Oversee maintenance of District vehicle fleet as well as Parks Department tools and equipment.
  • Coordinate maintenance and physical set-up for all District special events and festivals, as well as provide day of support.
  • Diplomatically respond to citizen concerns/comments as they pertain to parks services operations.
  • Ability to communicate in writing with proper grammatical form and be proficient in communicating verbally in group or individual situations.
  • Knowledge of local, state, federal and Park District codes, financial operations, pertinent ordinances, and reports.
  • Attend administrative meetings and monthly board meetings.
  • Ability to work without direct supervision.
  • Perform all other duties as assigned by the Executive Director.

EDUCATION AND EXPERIENCE
Bachelor’s degree in parks and recreation administration is preferred with specialization in the following areas: park management, landscape architecture, forestry, building management, turf management or horticulture.

Minimum of seven years’ of progressively responsible parks and planning experience with knowledge of parks maintenance principles (e.g., turf maintenance, athletic field maintenance, forestry, snow removal, horticulture, building systems, etc.); five years of management experience in parks and planning desired.

Requirements 

  • Strong leadership skills, personnel management, mentoring and coaching with the ability to motivate and lead staff.
  • Valid Illinois Driver’s license is required.
  • Certified Playground Safety Inspector (CPSI) and Certified Pool Operator (CPO) certification is preferred or the ability to obtain within first 3-6 months.
  • Pesticide license preferred or ability to obtain within first 3-6 months.
  • CPRP preferred.
  • First Aid/CPR/AED certification or within 90 days of hire.
