Job Title: Project Manager – Enterprise Utility Billing
JOB SUMMARY:
We are seeking an experienced and highly motivated Project Manager contractor to support our client in the implementation of a critical enterprise technology initiative for the Information Technology Services (ITS) Project Management Office (PMO).
This opening is to support the Water Department in implementing and enhancing the City’s Enterprise Utility Billing System, covering water, wastewater, solid waste, and related services. This opening is for an estimated one-year period with the possibility of extension. This position reports to the Information Technology Services Department Portfolio Management Office but may provide project management support to any of the City’s 40+ departments. This position will also contribute to and uphold the City’s Project Management Standards of Excellence.
PROFESSIONAL COMPETENCIES
The Project Manager’s primary role is to lead complex, enterprise-level projects, including planning, procurement, configuration, and deployment of utility billing systems. All project initiatives managed under the PMO are high-complexity and highly visible to the city. Therefore, the individual selected for this position must have excellent communication, active listening, and high customer service skills to manage multiple stakeholders.
The desired candidate will have strong skills in understanding business and technical requirements, mapping business processes, data, and system workflows, facilitating gap analyses, and contributing to written business deliverables to increase business value and the quality of services and solutions while bridging the communication gap between business and technical staff.
The Project Manager will work independently, proactively communicate and collaborate with external and internal customers, and must be able to juggle multiple initiatives simultaneously. Additionally, attention to detail, business writing, and organizational skills are essential.
This position will primarily focus on meter-to-cash integration, ensuring seamless linkage between metering infrastructure and billing/revenue systems, maintaining regulatory compliance, and driving digital transformation initiatives such as automation, self-service platforms, and customer engagement enhancements.
 
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • 5+ years of experience as a Project Manager managing large, complex enterprise projects, including scheduling, budgeting, and resource management
  • 5+ years of experience in business case development, business and technical process mapping, and requirements management
  • Experience integrating data systems with financial or billing platforms, preferably in utility environments
  • Bachelor’s degree in business administration, Management, Information Technology, or related field
  • Strong analytical and business skills, including the ability to interpret business needs and translate them into technical and operational requirements
  • Experience working within PMO governance frameworks and adhering to structured project standards
  • Prior experience conducting User Acceptance Testing (UAT), supporting training, and contributing to business deliverables
  • Excellent verbal and written communication skills with the ability to interact professionally with executives, managers, and subject matter experts
  • Exceptional attention to detail; documentation must be professional and suitable for executive review
  • Advanced proficiency with MS Word, OneNote, Excel, PowerPoint, Microsoft Project/Planner, and Visio
  • Experience supporting large-scale project implementations with multiple stakeholders, phased rollouts, and cross-functional teams
 
PREFERRED EXPERIENCE AND TRAINING
  • Project Management Professional (PMP) certification
  • Experience with utility billing systems, Customer Information Systems (CIS), or meter-to-cash processes
  • Certifications or experience in Agile, Scrum, Lean, Kaizen, or ITIL methodologies
  • Experience working with Business Intelligence (BI) tools
  • Experience working within a large-scale, highly regulated government or municipal environment
  • Ability to critically evaluate information from multiple sources, reconcile conflicts, decompose high-level information into detailed insights, and translate findings into actionable solutions
