- Review of requisitions and creation of solicitation packages.
- Analyzing bids and proposals.
- Conducting complex cost and price analyses.
- Conducting research related to procurement activities.
- Preparing documents to present to executive management and the Pace Board of Directors.
- Conducting RFP evaluation committees.
- Facilitating contract negotiations.
- Creating purchase orders and change orders.
- Collaborating with Pace personnel on contract administration and developing scopes of work.
- Educating and assisting others regarding the application of Pace procurement procedures and FTA rules.
- Addressing contract compliance issues.
- Gathering and submitting documents responsive to Freedom of Information Act requests.
- Mentoring junior buyers, as needed.
- A bachelor's degree in business or related field or equivalent work experience.
- Three to five years of senior mid-level public procurement/contracting experience including prior transit procurement experience and a good work history.
- An aptitude for comprehending rules, policies, regulations, and requirements including the Brooks Act and the Davis-Bacon Act, and correctly applying them to each procurement.
- The demonstrated ability to work independently, efficiently, and successfully on numerous projects simultaneously in order to meet deadlines.
- Excellent interpersonal, written, and oral communication skills
- detail oriented with a demonstrated aptitude for mathematics.
- Effective problem-solving skills, sound decision making skills, and demonstrate the ability to maintain confidentiality.
- Intermediate level proficiency with Microsoft suite applications including Outlook, Word, and Excel and with ERP systems including Oracle and People Soft.
- Ability to work in a professional office environment with the majority of the workday consisting of computer work and ability to lift up to 10 pounds.
- Experience procuring construction services and architectural and engineering services.
- NIGP, NCMA, NASPO or ISM certification.
