St. Charles, Illinois (population – 33,366) St. Charles is a beautiful, historic community located 35 miles west of Chicago in the scenic Fox River Valley.  Known as the “Pride of the Fox”, St. Charles is nationally recognized as a family friendly community where people, businesses and tourism prosper.  The Mayor and City Council are seeking local government executives who are approachable, collaborative and have well-developed communication skills as candidates for its City Administrator position.

Please note the following about this exciting opportunity:

  • The City of St. Charles is governed by a directly elected Mayor and 10 City Council members.  The City is divided into five wards with two aldermen elected from each ward who serve staggered terms.  The Mayor recommends the appointment of the City Administrator which is confirmed by the members of the City Council. The Mayor and City Council also appoint the department directors. The City Administrator is responsible for carrying out the policies and ordinances of the City and for overseeing the day-to-day operations of the City.  The City has had three City Administrators in the last 25 years.  The current City Administrator is retiring after serving the City for 38 years including the last 8 years as City Administrator.
  • The City of St. Charles is a full-service city including three utilities owned by the City – electric, water and wastewater. Direct reports to the City Administrator include the Police Chief, Fire Chief, Community and Economic Development Director, Finance Director, Human Resources Director, Information Services Director and Public Works Director.   The City has a total annual budget of $195 million, a General Fund budget of $46 million and 275 full time equivalent employees.
  • The City has scheduled more than $50 million in capital improvement projects in the City’s water and sewer utilities over the next five to seven years.  These include critical projects essential to the City’s ongoing economic development efforts.  The City’s largest source of revenue is from its utilities followed by sales tax.  The City has regularly invested in its facilities and infrastructure including the construction of a new Police Station in 2019/2020.
  • The City will have a change in elected leadership following the municipal elections on April 6, 2021. The current Mayor is not running for reelection and there are two candidates vying for the Mayoral position and 12 candidates running for the open City Council positions.  The Mayor and newly constituted City Council will appoint the next City Administrator.
  • Candidates must possess a bachelor’s degree in public administration, business administration or related field with ideally ten years of progressively responsible local government leadership. A master’s degree in public policy, public administration, business administration or a related field or other advanced degree is highly desired.  The St. Charles City Code requires residency in the City within 12 months of appointment as City Administrator.
