Tampa Bay Water is seeking an experienced manager for highly advanced infrastructure planning and project portfolio management. Tampa Bay Water is a nonprofit, special district that provides wholesale drinking water to over 2.9 million residents in the Tampa Bay region. The Project Management Department is responsible for managing projects project’s life cycle including planning, permitting, engineering design, project budgeting, grant management, scheduling, and project construction delivery as outlined in the agency Capital Improvements Program (CIP). The CIP is a 10-year program, updated annually, to address new and evolving water infrastructure needs. The FY 2025 CIP has about 35 active projects. Expenditures in FY 2025 will approach an estimated $175 million dollars.
Under the direction of the Planning and Projects Director, the Project Management Manager ensures the proper distribution and allocation of resources, the implementation of budgets, and quantification of resource and schedule risks and impacts. The Project Management Manager supervises department staff and ensures adherence to Tampa Bay Water’s Project Management Methodology. In addition, the Project Management Manager will routinely provide CIP updates and budget reports to the agency Executive Team and the Tampa Bay Water Board.
Essential Job Functions
Leadership and Supervision
- Assist the Planning and Projects Director with setting the strategic vision and departmental goals.
- Direct execution of support strategies and programs.
- Develop the Department budget and work plan.
- Set Department goals and assess overall performance using performance metrics.
- Supervise Department staff including work assignments, evaluation of performance, coaching, recognition as earned and corrective actions, as necessary.
- Support Planning & Projects Division activities in setting budgets, compliance with regulatory and contract provisions, determining best methods for project delivery.
- Communicate with a range of contacts to educate and advocate regarding goals and initiatives, projects, and programs. Prepare and deliver reports.
- Participate in negotiation of agreements with external stakeholders.
- Make public presentations and respond to public inquiries and concerns.
- Observe and supervise compliance with Agency Safety Program
- Performs related work as directed, including assigned activities during a declared emergency event.
Project Portfolio Management
- Oversee the annual update of the Capital Improvements Program Plan.
- Oversee prioritization and ranking of capital projects.
- Oversee preparation of the annual and quarterly expenditure forecasts.
- Oversee delivery of the CIP and overall projects portfolio
- Oversee the CIP Risk Management Team.
- Oversee development of project scope, schedule, costs estimate, risk, permitting, resources and procurement.
- Oversee CIP reports and appropriate Board Actions
- Coordinate with Engineering and Construction groups to develop project delivery approach and necessary resources.
- Oversee updates to Project Management Methodology and ensure adherence.
- Evaluate training needs and coordinate training curriculum.
- Administer governance of the project/ portfolio management software
- Coordinate project, program, and portfolio activities with internal and external stakeholders.
Minimum Training and Experience
- Eight (8) years professional work experience managing water infrastructure projects, programs and /or project portfolios using formal management methodology, techniques, and tools.
- Five (5) years’ experience employee management or supervision
- Three (3) years’ experience updating and managing delivery of a Capital Improvements Program
Preferred Training and Experience
- Water utilities and/or water supply planning
Required Education
Bachelor’s degree in business administration, project management, public administration, engineering or other related field from an accredited college or university. Master’s degree preferred.
Compensation: Salary for this position is to a maximum of $136,000 annually. The actual salary will be determined based on the selected candidate’s qualifications and experience.
A COLA (3%) will be provided in October 2024, if approved in the budget.
Annual leave of 176 hours on 10/01/2024.
