The Village of Bloomingdale is seeking an experienced professional to serve as the Director of the Public Works Department. This highly responsible position performs complex supervisory, administrative, and professional work in overseeing the overall operations and activities of the Public Works Department. The Public Works Director reports directly to the Village Administrator.
The pay range for this position is $115,960 – $177,382. This is a full-time, exempt, salaried position. This position may require work on nights, holidays, and weekends as is necessary.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Supervises all Public Works Department personnel, including clerical, administrative, maintenance, and professional staff.
- Directs and oversees department operations.
- Directs activities of unionized workforce within parameters of a collective bargaining agreement; represents the department in labor negotiations.
- Interviews and selects new employees; provides training and instructions for ongoing development needs; prepares performance evaluations; counsels and disciplines employees; adjusts formal grievances.
- Prepares written and oral reports for presentation to the Village Board, Village Administrator, and other staff and committees as needed.
- Directs the development of the departmental budget.
- Evaluates public work needs and formulates short- and long-range plans to meet needs in all areas of responsibility.
- Oversees the development or update of the Village Infrastructure Improvement Program, the five-year Capital Equipment and Improvement Program, and other plans involving the municipal infrastructure.
- Works with the Village Engineer to coordinate the preparation of reviews and updates to the sanitary sewer, water, storm drainage, and street system maps, database, and comprehensive plans.
- Oversees the implementation of the department safety program.
Candidates must possess a degree from an accredited four-year college or university in civil engineering, public administration, or a closely related field, and a minimum of seven years of previous public works experience with at least three years in an administrative capacity. The Village will also consider candidates with an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities necessary to perform this job. A valid state driver’s license is required prior to employment.
The successful candidate must possess considerable knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting, and thorough knowledge of applicable Village policies, laws, and regulations affecting department activities. Also necessary for this position are the abilities to work safely and promote a safe work environment, and to communicate effectively, both orally and in writing, with employees, consultants, other governmental agency representatives, Village officials, and the general public.
