Village of Bolingbrook

The Human Resources Manager provides executive-level leadership and guidance to the organization’s human resources operations. Key areas of responsibility include, but are not limited to, (i) setting, enforcing, & evaluating legally compliant human resources policies, procedures, and best practices, (ii) identifying and implementing long-range strategic talent management goals, (iii) organizational development & succession planning, (iv) compensation, benefits & wellness, (v) employee & labor relation strategies, and (vi) overseeing Payroll.

Salary:            $100,000 – $120,000.00 Annually

Duties & Responsibilities:

  • Collaborates with executive leadership to define the organization’s long-term mission, goals and succession planning strategies.
  • Develops and implements human resource strategies and programs to support the mission of the Village.
  • Responsible for the Village’s workforce strategy; this includes developing policies to attract, retain, and nurture talent.
  • Provides guidance and counsel to management on human resource initiatives (e.g., organizational design and development, employee engagement, performance assessment and evaluation)
  • Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.
  • Oversees the Human Resources staff which includes the Payroll Coordinator.
  • Reviews payroll; W-2, 1095, and OSHA processing/reporting.
  • Ensures maintenance of employee records in HRIS system are updated and accurate.
  • Runs various reports regarding employee metrics that aids in decision making.
  • Manages employee benefits and facilitates annual open enrollment process. Partners with insurance brokers and vendors on robust benefit offerings and competitive renewal rates. Supports employees in accessing and utilizing benefits.
  • Designs, implements, and manages talent acquisition and onboarding processes.
  • Manages employee relations activities to include, disciplinary actions, coaching, and investigations.
  • Develops, implements, and communicates human resources policies and procedures in compliance with appropriate regulatory agencies.
  • Collaborates with managers to lead and support diversity and inclusion initiatives and agency training through team member working groups.
  • Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.

Position Requirements:

  • Bachelor’s degree in Human Resources, Public/Business Administration, or equivalent experience. Master’s degree preferred.
  • Five (5) to ten (10) years of experience in the human resources field, three (3) to four (4) of those years in an HRBP/HR Manager role preferred.
  • Previous experience in a local government setting preferred.
  • Prior experience with Tyler Munis Technology’s HRIS software.
  • IMPA-HR/SHRM-PHR/PHR credentials preferred.
  • Knowledgeable in labor relations, and CBA enforcement with demonstrated ability to negotiate and bring parties to a consensus.
  • Well organized, detail-oriented with the ability to multi-task while having the ability to prioritize assignments.
  • Energetic, ethical, and experienced leader with strong technical and interpersonal skills.
  • Inclusive and collaborative management style.
  • Ability to build and sustain relationships and interact effectively with people at all levels of the organization.
  • Excellent conflict management skills, analytical and problem-solving skills.
  • Reside in a community (or unincorporated areas) within the State of Illinois which falls within a thirty (30) miles radius of the intersection of Briarcliff Road and North Bolingbrook Drive (Route 53), within six (6) months of the date the probationary period ends.
