The Village of Bolingbrook is seeking a dynamic and approachable leader wishing to join our Public Works team as our new Utilities Maintenance Section Foreman Trainee! The Village of Bolingbrook is located in Will/DuPage County, with a population of over 76,000, and has had excellent growth in recent years presenting both opportunities and challenges. This position is part of the IUOE 150 union and is responsible for the maintenance of three (3) treatment plants and the collection system. This role reports to the Operator in Charge, and directly supervises the Public Works employees assigned to the Maintenance Section.

Shift:               The position is four (4), ten (10) hour days per week, Monday – Thursday or Tuesday – Friday and will require the individual to be included in the Utilities Division on call rotation.

Salary:             $105,534.58 Annually

Essential Functions:

  • Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the maintenance of the Village’s collection system; implements policies and procedures.
  • Thorough knowledge and understanding of SCADA systems.
  • Supervises and reviews the work of staff involved in the maintenance and repair of a variety of equipment.
  • Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.
  • Prepares the program’s budget; including cost estimates for recommendations; monitors and controls expenditures.
  • Develops, and maintains the lift station replacement program including acquisition and equipment specification.
  • Participates in the selection of staff.
  • Coordinates staff training.
  • Adheres to the IUOE Local 150 & AFSCME Local 2014 Collective Bargaining Agreements.
  • Develops, implements, and reviews system procedures and practices.
  • Prepares a variety of administrative and technical reports and correspondence.
  • Develops and oversees a comprehensive preventive maintenance and repair program.
  • Maintains legal records pertaining to collection system.
  • Ensures operations are in compliance with applicable EPA laws and regulations.
  • Makes oral and/or written presentations as assigned.
  • Other duties as assigned.

Qualifications:

  • Five (5) years experience in a Wastewater Department, Wastewater Maintenance and Installation, construction or related field.
  • Possession of a valid Class 3 Wastewater Operator’s certificate and a Collection System Operator Certificate from IEPA or ability to obtain within the allotted time as determined by IEPA standards.
  • Possession of OSHA confined space and competent person certification.
  • Thorough knowledge of wastewater treatment processes, systems and of wastewater equipment and their function and repair.
  • Class B CDL with tanker and air brake endorsement required.
  • Thorough knowledge of IEPA standards and regulations for wastewater.
  • Previous knowledge in the principles and practices of safety training, and performance evaluation.
  • Knowledge of various pump types, controls, generators, electric motors, and equipment.
  • Establish, maintain, and promote positive and effective working relationships with employees, other agencies, and the public.
  • Demonstrate initiative and exercise good judgment in the performance of duties.
  • Ability to work both independently and as part of a team member; recognize and set priorities and meet deadlines.
  • Skilled in Microsoft Office.
  • Ability to Communicate effectively, both verbally and in writing.
  • Previous supervisory experience is preferred.
  • Must be available to respond to emergency call outs and/or snow removal duties 24 hours/day.
  • Reside within thirty (30) miles of the center of the Village of Bolingbrook (as determined by the Public Works Department), or within a municipality, any portion of which is located within thirty (30) miles of the center of the Village of Bolingbrook, within six (6) months of the date the probationary period ends.
