The Village of Elk Grove is seeking one (1) Foreman for the Elk Grove Public Works Department. The Public Works Foreman provides overall direction, technical support, and planning for the daily operation of public works activities to ensure the Village’s infrastructure is maintained in a safe, effective, and productive manner. This position oversees the maintenance, inspection, testing, and repair of Village infrastructure and coordinates the activities of vendors, suppliers, manufacturers, and contractors.


• Planning, coordinating, and directing the maintenance operations for public works activities;

•  Providing administrative and operational leadership to the staff;

• Fosters a collaborative and open work environment while providing development opportunities for maintenance staff within the division;

• Directing assigned activities, as well as developing work schedules, establishing performance goals, and monitoring work tasks;

• Investigating and responding to community service requests and monitoring work tasks to ensure operations are updated to meet current regulations, procedures, and technologies;

• Developing and coordinating the preparation of contract specifications for service contracts and for the procurement of materials and specialty equipment;

• Managing and overseeing all aspects of service contracts and the field supervision of those contracts;

• Must possess the ability and desire to communicate effectively with internal and external stakeholders, including the public;

• Must respond to service requests in a timely manner and schedule work to address the concerns;

•  Work order and asset management, staff payroll, and procurement within their assigned activity;

•  Must possess the ability and desire to provide superior customer service with every interaction. A Public Works Foreman is the face of the department to the community and must embrace a can-do attitude during all interactions;

• Preparation of the annual budget for the activity, regulatory compliance documentation, and service agreement oversight;

• Ability to respond to off-hour emergencies 24 hours a day/seven days a week and work overtime;

• Must be available for on-call and snow operations based on organizational needs;

• All other related duties as assigned.

Assignments for Foreman are subject to rotation and may vary based on organizational needs and the technical expertise of selected candidates.

Activity-specific responsibilities include, but are not limited to:

Forestry Activity:

  • Coordinate the Department’s parkway tree program, including planting, watering, removals, and trimming.
  • Manage the Parkway Tree Maintenance (cycle pruning) and Silver Maple removal contracts.
  • Coordinates and oversees stump grinding and removals.

Land Activity:

  • Oversees the maintenance of all municipal grounds, including live roofs, landscape beds, parkway turf, and irrigation system.
  • Manage the Turf and Landscape Bed Maintenance Contract.
  • Oversees the maintenance of all ditches and waterways in the Business Park.
  • Oversees site and turf restoration repairs.

Streets Activity:

  • Overseas pavement management and repairs, including site and turf restoration, street sweeping, leaf collection, snow plowing, and concrete and asphalt repairs.
  • Manage Traffic Signal Maintenance and Street Light contracts.
  • Maintains the regulatory and non-regulatory sign inventory, including street signs.

Minimum Qualifications:

Education, Experience, and Training:

Graduate of High School or GED. Minimum of five (5) years experience in Public Works maintenance and repair activities. Supervisory experience is strongly preferred.  An Associate’s Degree or vocational training in public administration, horticulture, arborist certification, construction management, concrete and asphalt maintenance, or related education and certifications is desirable.  A valid Illinois Driver’s License and a safe driving record are required.  Required to have Class B Commercial Drivers License (CDL) with tanker and air brake endorsements or to obtain license within one (1) year of employment.  A certified arborist license or the ability to acquire it within a one (1) year period is required for the Forestry Foreman.

HOURS OF WORK: 40 hours per week/exempt                               SALARY RANGE:   $91,453.96 – $122,867.68
