DESCRIPTION:

The Glen Ellyn Public Works Department is a dynamic organization for a community of roughly 29,000 residents in the western suburbs of Chicago, recruiting for Crew Leader I in the Forestry Division. The primary purpose of this position is to serve as a lead worker over crews within the Division by performing a variety of skilled/semi-skilled tasks focused mainly on the publicly owned urban canopy. An expectation of duties will be roughly a 25/75 split between office and field work. This would include work both emergency and non-emergency in nature, with a large emphasis related to snow removal activities during the winter. This is accomplished by planning and reviewing the work of all maintenance personnel, responding to resident calls and requests, deploying all equipment and materials to effectively complete jobs, and scheduling/assigning work activities. Supervising and coordinating contractors will also be a requirement of the position. Position reports directly to the Forestry Superintendent.

 

ESSENTIAL FUNCTIONS:

·         Plan, schedule, prioritize, assign, and oversee daily crew work activities by serving as the lead worker within the Forestry Division.

·         Track, perform and supervise tree planting, tree removals, stump removals, and tree pruning; also coordinates Com Ed top out for parkway trees in power lines.

·         Operates and perform forestry work in a fully extended bucket truck; proficient in climbing and rigging to remove or prune a parkway tree.

·         Provide responsive customer service to citizens by effectively resolving complaints or concerns.

·         Evaluate employee work performance (including part-time seasonal employees); coach and develop employees; inspire confidence; and make recommendations regarding merit raises based on performance evaluations; administer and recommend progressive discipline with sound judgment.

·         Coordinate/oversee contractors and monitor performance

·         Evaluate operations and activities in a Division; recommend improvements and modifications; prepare various reports on operations and activities.

·         Procure supplies and materials; maintain appropriate inventory levels; provide justification of purchases to senior management

·         Operate a salt and plow truck on a primary route and lead snow removal in a quadrant of the village.

·         Prepare and implement snow removal operations according to the snow and ice removal plan, including day or evening snow command responsibilities.

·         Provide accurate documentation of work activity including timesheets, daily activity sheets, schedules, call-out lists, training reports, safety reports, and purchasing.

·         Participate in budget preparation; prepare cost estimates for material and equipment; submit justification for estimates.

·         Assist other divisions in fulfilling responsibilities in the absence of another crew leader, on an as-needed basis.

·         Participate in the selection of employees; provide and coordinate employee training programs to perform Forestry work and other Public Works activities.

·         Conduct safety meetings for assigned crew; oversee safety procedures and wearing of proper safety equipment and clothing to mitigate accidents and injuries.

·         Supervise and perform proper vehicle and equipment maintenance.

·         Participate in the full range of Public Works Department operations, maintenance, repairs, snow/ice control, and construction duties as needed.

 

QUALIFICATION REQUIREMENTS:

Applicants must possess a high school diploma or equivalent and have at least three to five (3-5) years of relevant work experience in forestry maintenance functions. At least one (1) year of previous supervisory or leadership experience preferred; or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job. Previous work experience within a municipal Public Works Department Forestry Division is a plus. Candidates shall possess or be able to obtain a Certified Arborist designation, and demonstrate a working knowledge of urban forestry practices and procedures. Candidates must possess or obtain within six (6) months and maintain a Class B-CDL air brake and tanker endorsements.  Candidates must possess, or have the ability to obtain, an Illinois Pesticide Applicator’s License for turf, ornamentals, and rights of way. Ability to obtain or documentation of NIMS 100, 200 and 700 certification is also required.

 

WORK SCHEDULE: The general work schedule is Monday-Friday, 7:00 am to 3:30 pm. Must be able to respond to after-hours call-backs and be part of a rotating on-call schedule; prepare for and confront emergency conditions as necessary to maintain efficient and effective Village services.

 

SALARY/BENEFITS:

The pay range offered for this full-time position is $31.43 – $44.00/hour, dependent upon qualifications. This position is non-exempt (overtime eligible) under FLSA. A comprehensive benefits package includes participation in the Illinois Municipal Retirement Fund (IMRF), health insurance including medical, dental, and vision coverage (also available to dependents), flexible spending account, and life insurance.
