POSITION: Code Enforcement Officer

PAY GRADE (POSITION RANGE): NM350, $73,304 – 110,259 (effective 5/1/25 – 4/30/26)
FLSA STATUS: Non-Exempt; 40 hours per week
Starting Hourly Wage Rate: Dependent upon experience and qualifications within the range noted above.
Position Purpose
Responsible for property maintenance inspections to ensure compliance with applicable codes and ordinances. Serves as a primary point of contact for the Village to address compliance issues and provide professional, customer-focused code enforcement services to residents, property owners, and businesses.
Supervision Exercised
None.
Job Duties
Essential Functions:
- Inspects residential, commercial, and mixed-use properties for violations of applicable property maintenance, and related codes and ordinances. Routinely patrols the community to identify potential violations.
- Responds to complaints of potential code violations and conducts investigations, including gathering evidence and interviewing complainants and property owners.
- Reviews applicable code requirements, compares findings to ordinance standards, and issues warnings, correction notices, citations, or compliance deadlines as appropriate.
- Explains code violations and compliance requirements to property owners, tenants, contractors, and residents, and works to secure timely compliance.
- Conducts follow-up inspections to verify correction of violations.
- Prepares inspection reports, case files, correspondence, and documentation for administrative hearings or court proceedings.
- Assists with preparation of cases for adjudication or administrative hearings and provides testimony when required.
- Coordinates with other Village departments, including Police, Fire, and Public Services, as necessary to resolve enforcement matters.
- Assists with front counter operations as needed.
- Operates vehicles, tools, and equipment required to perform job duties while adhering to all Village safety policies and procedures.

- Attends public meetings or community outreach events as required.
- Performs other related duties as assigned.
Environmental Factors
Work is performed in both office and field environments, including residential and commercial properties and construction sites. The position may involve exposure to inclement weather, construction-related noise, dust, traffic, fumes, odors, and debris.
Physical Requirements
Regularly required to sit, stand, walk, climb stairs, bend, stoop, kneel, crouch, reach, and use hands and arms. May be required to lift or carry materials weighing up to approximately 20 pounds. Specific vision abilities include close vision, distance vision, depth perception, and the ability to adjust focus. Requires hearing and speaking ability sufficient to understand conversations with other individuals both in person, over the telephone, or through computer applications.
Safety Functions
- Becomes familiar with and observes all applicable safety and security policies/procedures.
- Immediately reports all unsafe conditions and acts to supervisor.
- Reports all accidents to supervisor immediately.
- Recommends improvements to safety and security practices.
- Obeys and adheres to all safety rules and work practices.
- Complete all accident and worker’s compensation forms as required.
Knowledge, Skills and Abilities
- Working knowledge of property maintenance, zoning, and related municipal codes and ordinances.
- Working knowledge of residential and commercial construction principles and practices.
- Ability to read, interpret, and apply codes, ordinances, site plans, and construction documents.
- Ability to enforce codes consistently, fairly, and professionally.
- Strong verbal and written communication skills and the ability to maintain positive customer relations.
- Establish and maintain effective working relationships with Village officials and employees, members of various committees and commissions, contractors, developers and the public.
- Ability to prepare clear, accurate, and well-organized written reports and correspondence.
- Excellent organizational skills and the ability to manage multiple assignments simultaneously with limited direction and react to changing priorities.
- Ability to effectively process and present accurate information and sound testimony in depositions, directional courts and to elected and appointed officials as required.
- Ability to work independently and exercise sound judgment while coordinating effectively with supervisors and colleagues.
- Ability to learn, understand, and adhere to all applicable safety policies and procedures.
Position Requirements
- High school diploma or equivalent required.
- Associate degree or coursework in building construction, code enforcement, public administration, planning, or a related field preferred.
- Minimum of three years of experience in code enforcement, property maintenance inspection, building inspection, zoning administration, or a related field.
- International Code Council (ICC) Property Maintenance and Housing Inspector certification required or ability to obtain within a specified period following hire.
- Additional ICC certifications, such as Residential Building Inspector, preferred.
- Valid Illinois Driver’s License required.
- Intermediate computer software skills required, including proficiency with Microsoft Word and Excel; experience with municipal software systems preferred.
