Village of Hoffman Estates

As a Code Enforcement Officer at the Village of Hoffman Estates you will perform skilled inspectional work to ensure compliance with the Village of Hoffman Estates municipal code and related International Property Maintenance Codes. The position requires self-discipline, accurate scheduling, spontaneous problem resolution, excellent verbal and written communication skills, provision of expert testimony in courts of law, and working autonomously.

Responsibilities include the inspection of residential, commercial, multi-family structures and rental properties for violations, contacting property owners, tenants, or businesses to resolve violations, scheduling and performing all follow-up functions to gain compliance, maintaining accurate records, preparing evidence in support of enforcement actions by the Village, and appearing and testifying in hearings and in court when necessary.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILTIES

  • Inspect and re-inspect residential, commercial, and multi-family properties for compliance with municipal property maintenance codes, zoning regulations, rental registration codes, and related ordinances.
  • Respond to and investigate complaints of alleged code violations related to property maintenance and zoning code violations, inoperable vehicles, illegal signage, accumulation of debris, other nuisances, occupancy, housing conditions (interior/exterior), land use, zoning or other related code enforcement matters.
  • Issue notices of violation, prepare written orders for compliance, and follow up to ensure issues are resolved within designated timeframes.
  • Maintain accurate inspection records, reports, correspondence, and photographic documentation of violations.
  • Collaborate with departments such as Clerk’s Office, Finance, Fire, Police, Legal, and Public Works to resolve complex zoning and property maintenance code cases.
  • Assist in the enforcement of Village programs such as the Rental Registration Program
  • Participate in community outreach and provide education to property owners and tenants regarding property maintenance and zoning standards.
  • Testify in administrative hearings or court proceedings, as necessary, to support enforcement actions.
  • Identify and refer residents in need to social services or community assistance programs, when appropriate.
  • Attend professional development training(s) and obtain certifications relevant to code enforcement and zoning practices.

EDUCATION, EXPERIENCE AND REQUIREMENTS

  • Two or more years of college coursework in related field or two to four years related experience in Code Enforcement, building inspection, law enforcement or related field.
  • Ability to obtain International Code Council Property Maintenance certificate within a year of hiring.
  • Valid State of Illinois Class “D” Driver’s License.

HOURS/SCHEDULE
40 hours per week, Monday-Friday between 8:00 a.m. – 5:00 p.m.

COMPENSATION
2026 Salary Range  – $33.2621 ($69,185 annually) to $48.1769 ($100, 208 annually)
