Village of Oak Lawn

The Village of Oak Lawn is currently seeking qualified applicants for the full-time, non-union, non-exempt position of Plan Reviewer/Building Inspector in the Community Development Department.

General Statement of Duties

The Plan Reviewer/Building Inspector performs technical review of construction plans for compliance with adopted building codes and conducts field inspections of residential, commercial, and industrial properties. The position provides customer service to contractors and residents and ensures compliance with Village Ordinances, state regulations, and adopted ICC codes to safeguard public health, safety, and welfare.  This position is a full-time role requiring 37.5 hours per week; however, work hours may vary based on inspection schedules and may include evenings and weekends.

Duties/Responsibilities:

The duties/responsibilities of this position include, but are not limited to the following:

  • Review less complex residential and commercial construction plans, specifications, and permit applications for compliance with Village Ordinances and applicable State of Illinois requirements.
  • Collaborate with third-party plan review consultants on more complex projects by coordinating submittals, reviewing comments, and assisting with follow-up communication to ensure code compliance and timely permit issuance.
  • Identify deficiencies and provide written correction comments to applicants, architects, engineers, and contractors.
  • Coordinate plan reviews with Fire Prevention, Public Works, and other departments and agencies as required.
  • Maintain accurate records of plan reviews and approvals.
  • Respond to inquiries from architects, engineers, contractors, property owners and the public regarding code interpretation and permit requirements.
  • Conduct commercial and residential inspections at various stages of construction including footing, foundation, framing, electrical, plumbing, mechanical, insulation, and final inspections.
  • Inspect existing buildings for code compliance related to alterations, occupancy changes, and property maintenance.
  • Issue correction notices, stop work orders, and notices of violation when necessary.
  • Verify compliance prior to issuance of Certificates of Occupancy.
  • Respond to complaints and inquiries related to building safety and construction activity.
  • Work cooperatively with residents, businesses, and contractors to achieve compliance.
  • Participate in administrative hearings or court proceedings as required.
  • Maintain inspection reports, permit documentation, and enforcement records.
  • Assist the Community Development Department with ordinance updates and code adoption processes.
  • Perform related duties as assigned.

Required Skills/Abilities:

  • Thorough knowledge of ICC codes, Illinois building regulations, and municipal ordinances.
  • Ability to read and interpret construction drawings and specifications.
  • Strong written and verbal communication skills.
  • Ability to exercise sound judgment and maintain professionalism in enforcement situations.
  • Proficiency with computers, permitting software, and mobile inspection tools.
  • Ability to work independently and manage multiple inspections and reviews daily.
  • Ability to establish and maintain effective work relationships with employees, elected officials, advisory bodies, consultants, community and professional organizations, media, and the public.
  • Experience with BS&A software or similar type ERP is strongly preferred.

Education and Experience:

  • High School Diploma or equivalent.
  • Minimum 3-5 years of experience in building inspection, code enforcement, construction management, plan review, or a related field.
  • Must hold and maintain ICC certifications for Residential Building Inspector (B1), Commercial Building Inspector (B2) or Combination Inspector (B5).
  • Must hold and maintain ICC Plans Examiner, Property Maintenance, Special Inspector certifications.
  • Municipal experience desired.
  • Valid Illinois driver’s license required.

Physical Requirements:

  • Ability to climb ladders, access multi-level facilities, enter confined spaces, and walk uneven terrain.
  • Ability to lift up to 40 pounds and stand, walk and bend for extended or continuous periods of time.
  • Ability to work outdoors in varying weather conditions.

Work Conditions:

  • This position primarily works in a typical office setting however, frequent visits to businesses and off-site locations may be needed, which may require traversing over roughly graded surfaces and through unfinished interiors.
  • Prolonged periods of concentration, proofreading, and extensive computer work.
  • Village auto would be accessible at Village Hall for use when performing official Village business during established work hours.

The salary range for this position is $90,000 to $110,000 and is dependent upon qualifications.
