POSITION SUMMARY:
This position manages the Neighborhood Programs Division of the Neighborhood Services Department, including administration of the Village’s housing licensing/registration programs and the Village’s housing programs. Provides highly responsible and complex staff assistance to the Director of Neighborhood Services Department. Essential duties and responsibilities include:
· Coordinate the organization, staffing, and operational activities for the Village’s rental licensing program, the Village’s condo registration program, the Village’s short-term rental licensing program, and the Village’s vacant building registration process.
· Coordinate the organization, staffing, and operational activities for the Village’s housing rehabilitation, ownership, fair housing, and housing development programs, including the Housing Trust Fund.
· Participate in the development and implementation of goals, objectives, policies, and priorities for Neighborhood Programs Division; recommend and implement policies and procedures.
· Research, develop, and propose new policies, programs, and regulations to meet community goals related to housing.
· Prepare, monitor and enforce multiple contracts with service providers and consultants.
· Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
· Direct, coordinate and review the work plan for Neighborhood Programs Division; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
· Select, train, motivate and evaluate Neighborhood Programs Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
· Participate in the development and administration of the Neighborhood Programs Division budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
· Provide staff assistance to the Director of Neighborhood Services Department; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
· Coordinate Neighborhood Programs Division activities with those of other divisions and outside agencies and organizations.
· Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Community development.
· Monitors Division’s performance measures and reports on progress to the Director of Neighborhood Services Department within established deadlines.
· Perform other duties and responsibilities as assigned.
Experience: Five (5) years of increasingly responsible experience in housing programs and/or housing policy, plus at least one (1) year of supervisory experience.
Training: Possession of a Bachelor’s degree from an accredited college or university with major coursework in real estate, business management, urban planning, public administration, accounting, economics or a related field. A combination of education and experience that is equivalent shall also be considered.

DEFINITION

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Neighborhood Services or their designee. Exercises direct supervision over professional, technical and clerical staff.
