Our Development Services Department currently seeks a highly motivated, mature, responsible individual to join the Building Division as a full time Building Division Manager. The Building Division Manager plans, organizes and manages a comprehensive program to ensure all development activity in the Village is compliant with Village related building codes and land development ordinances; provides expert professional assistance to Village management staff in areas of expertise.
Key Responsibilities
This important role is responsible for developing, implementing goals, policies, procedures and work standards; planning, organizing, and supervising assigned staff; providing training and professional development and administrating discipline as required. Preparing, managing and overseeing the budget for assigned programs. This position is also responsible for managing division staff workloads specific to plan review, permit issuance, inspection of buildings, structures, and associated on-site and off-site development activities within communicate time frames; utilize permitting software applications to track plan review, permit issuance, and inspections. Directing of possible code and/or zoning changes, ordinances, and regulations regarding zoning, building, and safety issues.
Additional duties include collaborating with internal departments as well as various external groups, architects, engineers, developers and property owners regarding complex design and construction issues; resolving intricate problems within the required codes, regulations and standards; review reports and recommendations prepared by staff and develop strategies for enhancing staff capabilities and interpret codes and ordinances to staff and others; participating in a variety of project development meetings; serving on committees and task forces with Village-wide implications and conducting and supervising special assignments and projects. Preparing and directing verbal, written, reports and presentations. Monitoring legislation and technical developments that may impact the department’s function and implement policy and procedural changes as needed.
Qualifications, Knowledge, Skills
The ideal candidate will have a Bachelor’s degree in engineering, architecture, planning, business or public administration or related field. The position also requires a minimum of five (5) years of development plan, building permitting, and inspection experience with one (1) year in a supervisory role; field experience in building trades.
Candidates with any combination of education, experience, and training that provides the requisite knowledge, skills, and abilities listed will be considered.
Must hold a current valid Illinois Driver’s License; ICC Residential and Commercial Building Certifications; Plan Reviewer Certification. Certified Building Official preferred. Proficiency in Microsoft Office is required.
The ability to build a rapport with others in a collaborative team environment, establish and maintain effective working relationships with employees, supervisors, and the public, is extremely important. Additionally, the ability to contribute to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and directing or participating as an active member of a work team and a positive attitude and calm demeanor is necessary.
Compensation
The Village of Orland Park offers a market competitive total rewards package that includes a base salary range between $89,919.00 and $125,886.00 depending on experience and qualifications.
This position is eligible for the Village of Orland Park’s comprehensive employee benefits program which includes three medical plan designs offered through Blue Cross Blue Shield of Illinois, dental, vision, life insurance, discounted Sportsplex membership and an employee wellness program.
