Our very visible streets division of our Public Works Department currently seeks a dedicated, talented individual to join our team as Public Improvement Technician II. The Public Improvement Technician II is responsible for review and implementation of engineering, transportation, and development plans in accordance with industry and Village codes and standards. This position is responsible for the coordination and communication among permitting agencies, engineering consultants, and contractors. This position assists in the formulation and implementation of the Village’s five (5) year Capital Improvement Program for road work. Road work includes street repairs for main arteries and neighborhood streets, parking lot repairs, bike path repairs, curb repairs, sidewalk repairs/ADA compliance, striping, and crack sealing. Under general supervision, this position is responsible for inspections and conformance to established standards of public improvements. This position is responsible for performing para-technical engineering work, including calculations based on civil and general engineering formulas.
Key Responsibilities
This important role will perform daily on-site inspections of commercial, residential, and transportation-related construction work to ensure compliance with the Illinois Environmental Protection Agency, Metropolitan Water Reclamation District, and Village requirements for water main, sewer line, and transportation construction and installations; regularly exercise technical judgment based on approved engineering drawings, Village requirements, and a wide variety of installation, construction, and repair problems; perform inspections of public utility improvements, private services, and transportation projects for conformance to Village codes, approved engineering design, and industry accepted engineering standards; inspect and prepare repair lists for public improvements and transportation projects prior to acceptance of subdivisions/projects; and prepare and maintain records for the subdivision acceptance.
The Public Improvement Technician II position also reviews civil plans and drawings submitted to Development Services to determine compliance with Village codes and ordinances; inspects concrete alterations for conformance to code regulations and requirements including inspecting public sidewalks; inspects both concrete and asphalt driveways and roadways; inspects construction in progress and completed installations for workmanship and use of proper materials and methods; develops and maintains both design and construction schedules and Engineer’s Opinion of Probable Cost (EOPC) documents for various infrastructure projects such as the Neighborhood Road Improvement Program, annual crack filling and striping programs, concrete repairs, street patching, and annual parking lot and bike bath maintenance programs; and ensures projects are completed on-time and within budget.
Additionally, this position prepares Request for Qualifications (RFQ), Request for Proposals (RFP), and Invitations to Bid (ITB) documents for various types of transportation and infrastructure projects; reviews and discusses work progress and scheduling with contractors, consultants, and subordinates and makes adjustments as needed. Inspects various projects in the field to ensure Village compliance; identifies issues or problems associated with various projects/plans and provides clear and concise direction on how to resolve; investigates zoning complaints from general public and other departments, and advises as to possible solutions; answers inquiries concerning floodplain information; prepares, maintains, and updates the Village’s public improvement maps in coordination with the GIS Technician; checks lot/project grading surveys for conformance with approved grading plan; and reviews and processes contractor and sub-consultant invoices, retainage, and Letters of Credit, along with other duties as assigned.
Qualifications, Knowledge, Skills
The ideal candidate must have the ability to think outside-the-box in developing solutions, respond to resident concerns/questions, manage consultants and work with contractors while maintaining engineering and industry standards.
Must have a Bachelors Degree in Engineering supplemented by a minimum of one (1) year of associate level courses toward civil engineering, public works, construction, general engineering and/or inspection. A minimum of five (5) years of experience in the civil engineering field and/or public works construction field is necessary.
Candidates with any combination of education, experience, and training that provides the requisite knowledge, skills, and abilities, listed will be considered.
Knowledge of the principles and practices of civil engineering; thorough knowledge of underground utility methods of construction; thorough knowledge of Illinois Environmental Protection Agency, Metropolitan Water Reclamation District and Village codes; knowledge of village and department policies and procedures, rules and regulations; knowledge of ESRI GIS Platform (PRO and Desktop) is desirable; capable of utilizing basic survey equipment to check grades.
The ability to utilize basic survey equipment to check grades; read and interpret civil engineering drawings, maps, legal descriptions, survey notes, and other civil engineering records; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with building owners, contractors, and others; work within time constraints; correlate data as applicable; and maneuver over obstacles and rough graded construction areas is required.
Compensation & Benefits
The Village of Orland Park offers a market competitive total rewards package that includes a base salary range between $74,439.00 and $104,214.00 depending on experience and qualifications, along with a comprehensive employee benefits and wellness program which includes three (3) medical insurance plan options; village-sponsored dental, vision, and life insurance plan; a discounted membership to our Sportsplex facility; and enrollment in IMRF (Illinois Municipal Retirement Fund). We also provide for paid vacation, personal, sick days and holidays.
Anticipated starting salary is $80,000.00
