Village of Plainfield
The Village of Plainfield is currently seeking to fill the full-time position of Development Engineer.
This position is responsible for reviewing, permitting, and inspecting private development projects to
ensure they comply with village codes, engineering standards, and infrastructure requirements. They
act as the liaison between developers, consultants, and the municipality, ensuring that new
residential, commercial, or industrial projects align with the community’s long-term planning and
infrastructure goals and capacity.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
• Coordinate with the Planning Department, developers, design engineers, and Public Works during the
pre-application/preliminary stages of commercial and residential subdivision projects.
• Attend Planning Commission and Village Board meetings as needed where development projects are
reviewed.
• Determine which projects will require assistance from consulting engineers during the preliminary
stages of design.
• Coordinate and review utility information, traffic impact studies, required roadway improvements, public
infrastructure requirements, and roadway access during preliminary design.
• Perform stormwater management and drainage report reviews.
• Evaluate environmental impacts (wetland, floodplain, floodway, etc.) and verify appropriate
mitigation/permitting is being addressed through IDNR, ACOE, and FEMA.
• Determine which projects will require a consulting engineer to review final design and select the
consultants (Act as the engineering project manager assigning projects to consulting engineers,
tracking reviews are completed in a timely manner, providing guidance to the consultants, and
completing quality control to third party engineering reviews prior to them being received by an
applicant.)
• Ensure projects in final design have initiated a building permit application, for site or a commercial
building permit.
• Monitor the OpenGov permit portal for new submittals and for projects that bypass Planning and go
directly to Building or Engineering review.
• Performs in-house plan reviews for projects of smaller scale or residential developments.
• Download and distribute plans and submittals received through the portal to the engineering review
consultant.
• Coordinate file sharing between the Village, consulting engineers, and design engineers, either through
direct file exchange or the permit portal, while keeping the development engineer copied.
• Compile and coordinate review comments from Public Works, Water, Wastewater, and other members
of the engineering team.
• Attend meetings with engineers seeking clarification on comments received from the Village or the
engineering consultant.
• Coordinates IEPA water and wastewater permit applications.
• Implementing best management practices and sustainable measures where possible.
• Ensure that required securities or bonds are correctly calculated and forwarded to the Planning
Department for review and approval.
• Work with the Building Department to confirm that all trades are properly registered and that certificates
of insurance are in place prior to scheduling preconstruction meetings.
• Run or attend preconstruction meetings, prepare agendas for Village-led projects, and coordinate with
engineering consultants on projects inspected by consultants.
• During construction, respond to concerns or questions from residents and adjacent property owners,
coordinating with inspectors to address issues.
• Meet regularly with consulting construction inspection teams and the Village engineering inspector to
discuss issues that arise during construction.
• Review and assist with bond/letter of credit reductions as requested by developments.
• Review and approve third-party engineering invoices for payment and assist finance/accounting in past
due collection related to these invoices.
• Coordinate project closeout activities, including walkthroughs, record drawing submittals, and final
reviews.
• Update the OpenGov portal with approvals and project closeout documentation.

Education and/or Experience
Bachelor’s degree from an accredited four-year college or university in Civil Engineering, Construction
Engineering, or closely related field. A minimum of four (4) years of experience in municipal
engineering, land development, or civil design consulting. A combination of education, experience, and
training that provides the requisite knowledge, skills, and abilities listed above, may be considered.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical
procedures, or governmental regulations. Ability to write reports, business correspondence, and
procedure manuals. Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
Mathematical Skills
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations,
and permutations. Ability to apply mathematical operations to such tasks as frequency distribution,
determination of test reliability and validity, analysis of variance, correlation techniques, sampling
theory, and factor analysis.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret
an extensive variety of technical instructions in mathematical or diagram form and deal with several
abstract and concrete variables.
Computer Skills
To perform this job successfully, an individual should have knowledge of Database software,
Spreadsheet software, and Word Processing software with proficiency in current computer technology,
job-specific software, and customer service systems.
Certificates, Licenses, Registrations
Professional Engineer (PE) in the State of Illinois, and Certified Floodplain Manager (CFM)
Other Qualifications

STARTING SALARY
Starting wage is dependent on experience and qualifications. The position has a pay range of $93,890 –
$126,750 with an anticipated starting salary of $93,890 – $110,320.
