The Community Development Department provides assistance from the beginning of a project’s inception (Economic Development), through its review and approval (Planning) and finally with its construction (Building). Anything being built or re-developed in the Village will interact with Community Development staff. The Community Development Department also oversees Heath and Consumer Protection and Code Enforcement. The department serves as a resource to the residents, businesses, developers and other key stakeholders who all live, work or play in Tinley Park in some shape or form. Furthermore, the department works in partnership with other departments to assist in accomplishing the goals of the strategic plan, capital improvement plan, and other initiatives and projects as assigned.

The Village of Tinley Park has an exciting opportunity for local government professionals to join the leadership team as our next Community Development Director. Under the direction of the Village Manager, this position will assist in meeting the policy objectives of the Village Board. The Director is responsible for the enforcement and interpretation of the Zoning Ordinance and the Comprehensive Building Code as well as the implementation of the Village’s Comprehensive Plan, Legacy Plan and Village Economic Development Incentive Policy. This position is the lead contact for the Village on managing short and long-term planning projects, providing complex support to various Boards/Commissions (which include the Village Board, Plan Commission, Economic Development Commission, and other boards/commissions as assigned). The position is responsible for the management of the Village’s Building, Planning and Economic Development Divisions and assists with policy development, program planning, budget management, administration, and operational direction of all Community Development Department functions. This position is responsible for the management of fifteen (15) employees with a departmental budget of $2,323,569.

Under the general policy direction of the Village Manager, the Community Development Director plans, organizes, directs, and integrates the Village’s Building, Planning, and Economic Development Divisions. This is a highly responsible management position involving technical work. The Community Development Director is responsible for policy development, program planning, budget management, administration, and operational direction of the Community Development Department functions in addition to accomplishing department objectives and goals within guidelines established by the Village Manager.

The Community Development team includes a staff of 14 full-time and 1 part-time professional and administrative staff. The team consists of the following: Building Official, Building Inspector, (2) Code Enforcement Officers, Health and Consumer Protection Officer, (4) Building Permit Technicians, Planning Manager, (2) Associate Planners, Zoning Administrator, Management Analyst, Business Retention and Marketing Specialist. The Community Development Director will lead the team, assisted by a Building Official and Planning Manager, in overseeing the day-to-day operations of the department.

Bachelor’s degree in Urban Planning, Public or Business Administration, Engineer, Architecture, Law or a closely related field preferred. A minimum of seven (7) to ten (10) years of progressively responsible municipal experience. Previous supervisory experience is required. AICP is strongly preferred.

Our ideal candidate will be a career local government professional with extensive knowledge of planning principles, general experience with economic development, and a basic understanding of building and zoning codes. They will have a passion for excellence, have a strong work ethic, ability to exercise excellent judgement to make independent decisions, and a proven ability to work effectively not only across the organization, but with key community stakeholders as well. The successful candidate must be capable of explaining and defending programs, policies, and activities as well as negotiate and resolve sensitive, significant and controversial issues They will have excellent communication skills to effectively communicate at all levels and the ability to deliver public presentations. They will have multiple years of supervisory experience overseeing a variety of internal accounting operations, customer facing operations, and staff positions.

Salary Range is $120,352 – $162,475 DOQ. The Village of Tinley Park offers a generous benefit package including medical, dental, and vision benefits, employer-paid life insurance and other ancillary benefit options. Retirement benefits through the Illinois Municipal Retirement Fund (IMRF) are provided along with the option to participate in a 457(b) deferred compensation plan. In addition, paid holiday, vacation, personal, and sick days are provided.
