Human Resources Coordinator

The Village of Winfield is seeking a highly motivated and skilled individual to join our team as the Human Resources Coordinator!

Under the general direction of the Village Manager, the Human Resources Coordinator performs a variety of administrative and technical human resources functions that require a high degree of analysis, individual judgement in the absence of specific policies, and/or guidance from superiors and confidentiality. This position is responsible for administering a comprehensive human resources function for the Village, including employee recruitment, selection, job analysis, payroll administration, benefits administration, training, development and implementation of personnel policies, procedures and practices, along with employment law compliance and labor relations. The successful candidate will have familiarity with human resource practices, benefit administration, payroll processing, and relevant personnel administration laws, with a high level of professionalism and discretion when handling confidential information.

Some key responsibilities for this position include:

o    Administer Village personnel policies and practices.

o    Manage insurance benefits for employees. Serve as primary point of contact for the Village to insurance vendors as well as the Intergovernmental Personnel Benefit Cooperative (IPBC) insurance pool account managers.

o    Responsible for bi-weekly payroll processing and tax compliance, including quarterly 941 Federal and State Filings, unemployment reporting, W-2, and ACA reporting, and monthly Illinois Municipal Retirement Fund (IMRF) payments, participant enrollment, and other duties associated with IMRF plan management. Will serve as IMRF Authorized Agent.

o    Coordinate with Department Heads on employee recruitments, responsible for new and retiring employee transition.

o    Develop and implement training programs.

o    Chair the Wellness Committee and coordinates Village-wide wellness program activities.

o    Assist with collective bargaining as a member of the negotiating team.

o    Conduct municipal wage and benefit surveys.

o    Represent Department and/or Village at inter-governmental meetings, as necessary. Drafts staff reports and presentations for senior management and the Village Board.

o    Conduct research as assigned by the Village Manager, including gathering information; providing alternatives and making recommendations on courses of action.

o    Assists with special projects and other duties as assigned.

Qualifications:

o    Successful applicants for this position must possess:

o    Bachelor’s degree in Human Resource Management, Public Administration, Political Science, Business Management, or a related field (graduate degree preferred)

o    SHRM-CP or HRCI PHR Professional Certification or the ability to obtain within 1 year of service.

o    Minimum of three years of experience in the public sector.

o    Familiarity of human resource practices, benefit administration, payroll processing and relevant personnel administration laws, with a high level of professionalism and discretion when handling confidential information.

Benefits and Application

This is a full-time, exempt position, with a salary range of $ 81,397 to $109,390, with anticipated starting salary to the midpoint, dependent on qualifications.  The Village of Winfield provides an excellent benefits package that includes medical, dental, and vision benefits, life insurance coverage, flexible spending account, deferred compensation, wellness program and participation in the Illinois Municipal Retirement Fund (IMRF).
