The City of Virginia BeachVA. (population 450,000) is a AAA rated, independent City established in 1963 by the merger of Princess Anne County and the City of Virginia Beach. It is the largest city in Virginia and has a land area of 310 square miles, 51.3 of which are inland waterways, bays, and estuaries. It is also consistently one of the safest metropolitan cities in the country when compared to cities over 300,000 in population. The city is the home of Naval Air Station Oceana Naval Jet Base, Joint Expeditionary Base Little Creek/Fort Story (joint army/navy) and Camp Pendleton (state military base for National Guard training).
GovHR is working with the city on the recruitment of candidates for the Deputy Director of Human Services – Social Services — a highly responsible and critical position in the City’s human services network.  This position provides senior leadership and management within the Department and has overall responsibility for the day-to-day operations of programs employing approximately 450 Social Services employees.  Programs under this position’s leadership include Child Welfare , Eligibility Benefits, Adult and Aging, , Children’s Services Act, Juvenile Detention Center, Employment Services, and Housing Resource Center. 
In addition, this position directly manages the department’s disaster preparation program to include supervising the DHS Emergency Coordinator, and providing oversight of emergency shelter response team activation, coordination, and communication with departmental and City leadership regarding service delivery.
The Virginia Beach Human Services – Social Services division’s mission is to provide the Virginia Beach citizens the opportunity to achieve the highest level of self-sufficiency, safety and quality of life possible, through an array of coordinated services delivered in a climate of dignity, respect and accountability. 
To fill this position, the city is seeking candidates with a strong background in human services and exceptional organizational skills with the ability to manage multiple programs and priorities.  In addition, candidates will have:
  • Master’s Degree in a human services discipline including public administration and at least five (5) years of experience as a senior manager in a large human service organization is preferred; however, minimally,  candidates must have a combination of education (above high school) and experience equivalent to eleven (11) years in the field of human services.
  • Senior leadership experience in the areas of strategic planning and responding to external (including local, state, federal and accrediting bodies) requirements for local, state and regional planning efforts.
  • Experience in the oversight of the development and implementation of departmental policy and procedures regarding service delivery with the ability to effectively navigate an ever changing human and social services environment, advocating for programs to meet those changing needs. 
  • Well-developed leadership and management skills with the ability to develop and maintain effective working relationships with employees, supervisors, managers, city officials, the media, other agencies, and the general public; motivating all levels of staff to be pro-active and participatory in recognizing needed change, and developing and implementing changes, supervising the work and evaluating staff performance; counseling, coaching, and mentoring with individuals and groups. 
  • Demonstrated ability to be transparent, objective, adaptable, flexible, and visible along with being relationship oriented and can build trust with both internal and external stakeholders.
  • Participative and engaging communicator that has the ability to bring fresh ideas and vision to the organization, with a versatile approach to interacting with the community, city officials, staff and other stakeholders.
  • A person that understands the need for, and how to use, data for problem solving, community risk reduction efforts, and effective community education and engagement.
Salary $96,512 – $146,307 +/- DOQ. generous benefit and retirement package is also offered by the city.
