Position Title :Virtual Chief Information Security Officer (vCISO)
MGT Impact Solutions is seeking a qualified candidate to be a Virtual Chief Information Security Officer (vCISO) for one of their public sector Clients.
The role is a Part time ( 20 hour/week ) position contracted for the next 4+ Months .
Primary Duties:
Cybersecurity Program Leadership
• Design and formalize the enterprise cybersecurity program and long-term “North Star”.
• Consolidate assessments, tactical efforts, and regulatory requirements into a single program framework.
• Define cybersecurity strategy, priorities, and phased roadmap aligned to business risk.
• Ensure alignment with applicable frameworks and regulations including CJIS and PCI-DSS.
• Address control drift and fragmentation across IT, OT, and business units.
Governance and Oversight
• Establish and operationalize cybersecurity governance structures.
• Redesign the Information Security Oversight Committee into a decision-making body.
• Define committee charter, roles, ownership models, workflows, and accountability.
• Facilitate or backstop bi-weekly 90-minute governance meetings.
• Define success metrics and program KPIs.
Executive Communication and Reporting
• Translate cybersecurity risk into clear business and operational impact.
• Develop executive-level dashboards, scorecards, and one-page summaries.
• Establish regular reporting cadence for senior leadership and board audiences.
• Provide trend-based and risk-contextualized metrics, not raw technical data.
Internal Leader Enablement
• Mentor and coach the designated internal security leader.
• Support role clarity, authority definition, and leadership capability uplift.
• Drive knowledge transfer and gradual transition of ownership to internal staff.
• Act as a strategic sounding board for leadership decisions.
Tooling and Program Management Enablement
• Advise on selection and implementation of a cybersecurity program management platform.
• Support policy onboarding, task tracking, and dashboard configuration.
• Ensure tooling supports governance, reporting, and accountability objectives.
Advisory Incident Response and BCDR Support
• Serve as a non-participatory advisor during security incidents or BCDR events.
• Advise leadership on decision-making, communications, and risk posture.
• Support post-incident reviews, documentation updates, and executive debriefs.
• No command-and-control or hands-on incident execution.
Essential Functions:

• Advisory Memoranda for IR or BCDR Events as needed
• Monthly Knowledge Transfer Sessions and Artifacts
Knowledge, Skills, Abilities and Education Required:
• Senior-level cybersecurity leadership experience as CISO or vCISO.
• Demonstrated experience building enterprise cybersecurity programs from assessment to execution.
• Strong governance, risk management, and executive communication capability.
• Experience in public sector or highly regulated environments.
• Familiarity with IT/OT convergence and cloud environments.
• Experience with CJIS, PCI-DSS, and similar regulatory frameworks.
• Eligible for or holding Top Secret clearance.
Position Requirements:
In this Role the vCISO will serve as the senior cybersecurity leader and trusted advisor responsible for designing, operationalizing, and governing an enterprise-wide cybersecurity program. The role is strategic, not operational. Focus is on program definition, executive risk visibility, governance enablement, and internal leader mentorship.
The vCISO will not be expected to execute technical controls or lead incident response. The role advises, guides, and enables internal ownership.
Hourly Wage and Selection Process: Hourly wages $85-$105 based on experience
